Program Manager - Detroit Energy-Efficiency & Home Improvement Program (DEEHIP)
$72k - $80kEnterprise Community Partners
Enterprise is a national nonprofit that exists to make a good home possible for the millions of families without one. We support community development organizations on the ground, aggregate and invest capital for impact, advance housing policy at every level of government, and build and manage communities ourselves. Since 1982, we have invested $92.0 billion and created 1.1 million homes across all 50 states, the District of Columbia, Puerto Rico and the U.S. Virgin Islands – all to make home and community places of pride, power and belonging. Join us at enterprisecommunity.org Working at Enterprise At Enterprise, you’ll be part of a diverse, committed team making a difference every day. You will collaborate with some of the smartest minds and biggest hearts in our field. You’ll be empowered to drive systems change and take bold steps to advance racial equity. And you will find a career home where you’re valued and supported in your growth journey. Enterprise offers career opportunities in our offices across the country with an exceptional benefits package. Job Description Summary Homeownership is considered the American Dream and is the biggest contributor to personal wealth creation. However, neighborhoods across Detroit continue to struggle with disrepair. Forty-three percent of Detroiters report having at least one major home repair need, and 13% live in inadequate housing, a category which includes exposed wires or electrical problems, broken furnace or heating problems, or lack of hot or running water. People living in unsafe, unhealthy homes are at greater risk of developing health conditions like asthma, suffering injuries from trips and falls, and struggling to pay utilities bills. These conditions erode the health of Detroit families, increase displacement risk, diminish wealth building, and destabilize neighborhoods. In response to this great need, Enterprise worked with partners to establish the Detroit Home Repair Fund (DHRF) and address the critical health and safety home repair needs of Detroit homeowners with lower incomes. The program is managed by Enterprise, supported with technical assistance from the Green & Healthy Homes Initiative, and implemented in collaboration with 14 nonprofit partners working in specific neighborhoods and across the city. To date, DHRF has completed repairs in over 725 homes, reaching nearly 1,400 Detroiters. Enterprise seeks to continue the success of DHRF and bring complementary resources to the community through the launch of a new initiative: the Detroit Energy-Efficiency & Home Improvement Program (DEEHIP). Funded by HUD via Community Project Funding secured by Representative Tlaib, DEEHIP will focus on providing low-income Detroit homeowners with energy-efficiency and weatherization improvements. This position with Enterprise Detroit’s Home Repair Team is an excellent opportunity for a talented professional to engage in meaningful issues affecting Detroit residents. The Program Manager will be responsible for launching and implementing DEEHIP, assisting with the day-to-day operations of DHRF, and expanding Enterprise’s impact in Detroit. The position reports to the Associate Director of Programs. The successful candidate will be a highly motivated, enthusiastic, and effective team player eager to support the Enterprise team and external partners. This role is dynamic and evolving, requiring flexibility, collaboration, and problem-solving skills. Job Description Responsibilities: Manage the launch and implementation of the Detroit Energy-Efficiency & Home Improvement Program (DEEHIP). Assist with management of the Detroit Home Repair Fund (DHRF), seeking alignment and integration with DEEHIP where possible. Develop and maintain close working relationships with home repair partners, including funders, grantees, subcontractors, technical assistance providers, and program managers of complementary initiatives. Provide support and oversight to grantees, including through regular 1:1 check-ins and cohort meetings. Manage grant and contract renewals, modifications, and funding disbursements, working closely with internal partners, including Enterprise’s Operations Management team. Work with grantees and subcontractors to ensure grant and contract requirements and milestones are met, including key performance indicators (KPIs), workflow processes, data entry, and documentation submission. Work with DEEHIP and DHRF partners to gather program data on an ongoing basis and deliver regular progress reports to funders and other key stakeholders. Monitor DEEHIP and DHRF outcomes and adapt program requirements as needed based on feedback from grantees and partners. Identify and elevate critical issues and opportunities related to program implementation, including the intersection of federal, state, and local policy matters. Work with Enterprise Detroit staff, Enterprise Marketing team, and DEEHIP and DHRF partners on program marketing, including providing regular updates to the Enterprise Detroit webpage, developing program summaries and other informational materials, and occasionally collaborating on blog posts and editorial articles. Seek synergies with other Enterprise programs and initiatives when possible. Participate in local coalition meetings that support the success of DEEHIP and DHRF; this may include some evening and weekend events Prepare and occasionally deliver public presentations for conferences, convenings, and community informational sessions. Conduct research as necessary. Other responsibilities as they arise. Qualifications: Undergraduate degree required. Minimum of 4 years of experience in relevant community development, public policy, government, banking and finance, nonprofit, or real estate development. Graduate degree may be substituted for up to two (2) years of experience. Project management experience, with a strong preference for home repair experience. Strong organizational and program management skills. Ability to work independently on most assignments and to self-initiate projects. Demonstrated ability to manage multiple projects and assignments, meet tight deadlines, coordinate efforts, and communicate effectively among widely dispersed partners. Judgment in planning and structuring complex project work. Strong interpersonal, communication, and analytical skills, with the ability to navigate complex relationships, deliver compelling presentations, write and edit proposals and reports, and apply critical thinking and problem-solving to program delivery. Advanced knowledge of Microsoft Office programs, particularly Excel. Ability to demonstrate concepts graphically through PowerPoint and other visually oriented media. Experience working with a diverse range of communities and people. Evidence of commitment to social and economic justice and public service. Lived experience and service that informs worldviews and perspectives about creating social equity across race, ethnicity, language, social class, gender, sexuality, religion, disability, and other dimensions. Successful experience working in a team setting, with experience working with “virtual” teams, including colleagues located across multiple offices, desired. Enterprise Community Partners is a national nonprofit that exists to make a good home possible for the millions of families without one. Home is where life happens, where plans are made and futures begin. The foundation for dignity, health, education, wealth and community. Yet rents keep going up, paychecks don’t keep pace, and good homes in strong neighborhoods are increasingly out of reach. The system doesn’t work. It must be changed, and it must be changed by us. What We Do Everything we do is informed by the residents we serve: Support community development organizations on the ground Aggregate and invest capital for impact in homes and communities Advance housing policy at every level of government Build and manage communities ourselves Our Goals Together with our partners, we focus on the greatest need – the massive shortage of affordable rental homes – to achieve three goals: Increase the supply of affordable homes Advance racial equity after decades of systematic racism in housing Strengthen communities to be resilient to the unpredictable and make upward mobility possible Our Impact Since 1982, we have invested $92.0 billion and created 1.1 million homes across all 50 states, the District of Columbia, Puerto Rico and the U.S. Virgin Islands – all to make home and community places of pride, power and belonging.
