Under direction, plans, organizes, supervises, and participates in the operations of the District payroll function; ensures accurate and timely payroll processing and regulatory compliance; performs advanced payroll accounting analysis and compensation modeling; develops fiscal projections related to collective bargaining negotiations and compensation changes; oversees payroll system configuration and internal controls; and performs related work as required. Positions in this classification are designated as Confidential due to access to and participation in labor relations strategy, negotiation modeling, and other sensitive fiscal analyses. Essential Duties Summary SUPERVISION RECEIVED AND EXERCISED: Receives direction from assigned supervisory or executive management personnel. Exercises direct supervision over payroll staff and student workers. Responsibilities include assignment and review of work, scheduling, training, performance evaluation, and participation in hiring, discipline, and other personnel actions in accordance with District policies, collective bargaining agreements, and applicable law.
CLASS CHARACTERISTICS: This is the supervisory-level classification in the payroll series responsible for planning, organizing, supervising, and evaluating payroll operations. The Payroll Supervisor ensures accurate and timely processing and compliance with applicable laws, collective bargaining agreements, and regulatory reporting requirements, including retirement systems. Incumbents exercise independent judgment in overseeing operations, establishing internal controls, and resolving complex payroll issues. This classification is distinguished from Payroll Specialist by its full supervisory responsibility for payroll functions, including staff oversight, workflow coordination, and operational accountability.

1. Plans, organizes, assigns, supervises, and evaluates the work of payroll staff; establishes priorities and performance expectations, monitors workflow, and ensures compliance with processing deadlines.
2. Participates in the recruitment, selection, training, and evaluation of assigned staff; provides coaching, corrective guidance, and professional development to support effective payroll operations.
3. Oversees the preparation and processing of payroll for all employee groups, ensuring accuracy, timeliness, and compliance with applicable laws and collective bargaining agreements.
4. Performs and reviews advanced reconciliation of payroll clearing accounts, tax liabilities, retirement contributions, and payroll-related general ledger accounts.
5. Conducts fiscal modeling and scenario analysis related to collective bargaining proposals, salary schedule adjustments, stipends, benefit contributions, load multipliers, and retirement impacts.
6. Prepares multi-year financial projections and cost analyses in support of negotiations and executive decision-making.
7. Ensures accurate and timely submission of federal, state, and local payroll tax filings and retirement reports, including CalSTRS and CalPERS reporting.
8. Oversees processing of wage garnishments, benefit deductions, remittances, and vendor payments related to payroll.
9. Coordinates and responds to internal and external payroll audits; prepares documentation and implements corrective actions as necessary.
10. Oversees payroll system configuration, testing, and upgrades; collaborates with Information Technology, Human Resources, and Fiscal Services to ensure system integrity.
11. Evaluates payroll processes and internal controls; develops and implements improvements to enhance efficiency, accuracy, and compliance.
12. Interprets and applies collective bargaining agreements and regulatory requirements; ensures consistent implementation across employee groups.
13. Provides training and professional development for payroll staff; develops and maintains payroll procedures and documentation.
14. Performs operational payroll processing duties as necessary during peak cycles or staff absences to ensure continuity of services.
15. Maintains strict confidentiality of sensitive labor relations information, negotiation strategies, fiscal projections, and personnel data.
16. Monitors legislative and regulatory changes affecting payroll operations and implements required updates.
17. Performs related duties as required.
QUALIFICATIONS Knowledge of:
1. Principles and practices of payroll administration and supervision.
2. Federal and state payroll tax laws and reporting requirements.
3. Public sector retirement systems including CalSTRS and CalPERS.
4. Collective bargaining agreements and compensation structures.
5. Governmental fund accounting principles related to payroll.
6. Internal control principles and audit standards.
7. Fiscal impact analysis and financial modeling techniques.
8. Payroll system configuration and ERP processing logic.
9. Supervisory principles and practices, including training and evaluation.
10. Applicable sections of Education Code, Government Code, California Labor Code, and related regulations.
Ability to:
1. Plan, organize, supervise, and evaluate payroll operations.

Required Qualifications Education and Experience: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Education: Bachelor's degree in accounting, finance, business administration, public administration, or a related field.
Experience: Four (4) years of progressively responsible payroll processing or payroll accounting experience.
Licenses and Certifications: None. Desired/Preferred Qualifications Physical Demands PHYSICAL DEMANDS: Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 20 pounds.
ENVIRONMENTAL CONDITIONS: Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing divisional policies and procedures.
