We are looking for a Functional Business Analyst to support a government program in Richmond, Virginia by converting Paid Family Medical Leave policy and regulatory guidance into precise, actionable business requirements. This Long-term Contract position will work closely with policy, legal, operations, and technology partners to create documentation that guides solution development and program execution. The role is ideal for someone who can interpret complex rules, remove ambiguity, and produce clear specifications that support both vendor delivery and operational decision-making.

Responsibilities:
• Interpret Paid Family Medical Leave regulations and policy guidance to create structured business and functional requirements.
• Develop documentation that enables the IT vendor to translate business needs into features, user stories, and delivery plans.
• Define operational requirements, including manual review activities, adjudication workflows, and rule-based decision steps.
• Collaborate with policy, legal, and program stakeholders to confirm regulatory intent and resolve unclear or evolving requirements.
• Maintain end-to-end traceability between source regulations, documented specifications, and downstream implementation outputs.
• Lead or support requirement review sessions, walkthroughs, and handoff meetings with vendor and operations teams.
• Produce clear analysis artifacts and requirement documents that make complex regulatory content understandable and actionable.
• Contribute to an evolving program environment by organizing requirement changes and ensuring documentation remains accurate and current.• 5+ years of experience in business analysis, with a strong focus on requirements gathering and documentation.
• Demonstrated ability to convert complex regulatory or policy material into clear functional specifications and business requirements.
• Experience working across business, policy, operations, and technical teams to align requirements with delivery needs.
• Strong knowledge of business analysis documentation, including BRDs, functional requirements, and traceability practices.
• Familiarity with Agile or Scrum environments and tools such as JIRA.
• Strong written communication skills and exceptional attention to detail.
• Experience in regulated programs or government environments is highly preferred.
• Knowledge of FMLA, API testing, AI-related tools, or PMI Agile certification is a plus.
