Director of Recreation and Civic Engagement

General Description Performs professional work directing the overall administration and operation of the Department, planning, organizing and supervising recreation programs, services, activities, athletics, and civic engagement. Manages the planning and implementation of department projects. Work is performed under the limited supervision of the Town Manager. Duties and Responsibilities The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary. Essential Duties Oversees the development and implementation of new programs and activities; oversees athletic, cultural, and civic engagement programs; conducts program evaluations. Develops and implements long- and short-range strategic plans and system-wide goals that are inclusive, equitable and based on accountability and performance measures. Develops and manages the department operating and capital budget/budget requests, ensuring implementation of proper internal controls and sound fiscal management; monitors and reconciles budget; analyzes locations, controls expenditures for appropriated funds and other financial data. Oversees the implementation of program rules and regulations manuals; oversees the implementation of new policies and procedures. Conducts weekly deposits; counts and tabulates the daily money reconciliation; reviews all invoices, payments, forms, and program refund applications prior to submission. Supervises and evaluates the performance of department staff; assists in the recruitment and selection process; assigns duties to staff relative to program needs; oversees preparation of employee schedules. Coordinates with other departments on major projects. Participates in planning, developing, scheduling, and staffing various special events.
