Contract Specialist I (NS) – Agency Dept of Health and Human Services Division Mental Health Position Number: 60043407 | Grade: NC14 About Us The North Carolina Department of Health and Human Services (DHHS) is one of the state’s largest agencies, employing about 17,000 people. DHHS is responsible for ensuring the health, safety, and well‑being of all North Carolinians. It provides human services for special populations—including individuals who are deaf, blind, developmentally disabled, and mentally ill—and helps economically disadvantaged citizens achieve independence. Description of Work The primary purpose of this position is to advise program staff on proper procurement methods, provide technical assistance in drafting procurement and contract documents, and conduct intensive reviews to ensure contracts are justifiable, performance‑based, and compliant with state procurement rules, statutes, and procedures. Contract types include Financial Assistance and Purchase of Service Contracts, Contract Amendments, Budget Realignments, Intra‑Departmental Memoranda of Agreement (IMOAs), Requests for Applications (RFAs), Requests for Quote (RFQs), and Requests for Proposals (RFPs). Key Responsibilities Develop, review, critique, and execute performance‑based contracts and procurements in accordance with state, federal, departmental, and divisional rules, regulations, laws, policies, directives, and mandates. Perform in‑depth reviews and corrections of all contract documents, including contracts, contract justification, audit determination, scope of work, performance measures, detailed contract budgets and cost tables, and IT exception forms. Ensure that all required contract reviews and approvals are in place prior to contract execution. Ensure contracts are executed in a timely manner and organize work to meet specific timelines. Provide technical advice and training to DMH staff regarding contracting and procurement requirements, processes, and procedures, including the NC DHHS online contracting system: DHHS Open Window. Develop, update, and present formal contracts and procurement training to DMH staff. Maintain accuracy of data in the Open Window system, update execution status, and upload executed documents. Enter nongovernmental financial assistance contracts in the EBS system. Encumber contracts in the eProcurement system when required. Review and submit monthly Financial Status Reports to the Controller’s office for payment. Knowledge, Skills, and Abilities Knowledge of contracting principles and processes. Accuracy and attention to detail in work products. Time‑management and prioritizing skills. Proficiency with the Microsoft Office suite (Word, Excel, Outlook, PowerPoint). Preferred Qualifications Completion of the North Carolina Contract Management Certification Program within one year of hire. Any additional skills or experience that enhance ability to perform the responsibilities listed above. Compensation and Benefits Salary Range: $52,592 – $92,036. Hybrid‑teleworking schedule available with weekly onsite requirement.
