Position Summary Under the direction of the Assistant Superintendent of the Human Resources Department, the Human Resources Coordinator I leads and manages the District's complaint processes and supports key human resources functions to ensure compliance with federal and state laws, District policies, and professional standards. Responsibilities include overseeing all complaint procedures, serving as the District's lead investigator, and reinforcing BCSD's commitment to safe and welcoming environments. Key Responsibilities Lead complaint management and investigations for Title IX, California's Uniform Complaint Procedures (UCP), and other District complaint processes. Coordinate receipt, referral, and resolution of complaints from staff, families, and community members. Conduct prompt, thorough, and impartial investigations in accordance with legal timelines. Investigate complaints not resolved at the site level and recommend or determine appropriate resolutions. Interview staff, parents, and other parties as necessary. Prepare clear, comprehensive written reports, determinations, and correspondence. Ensure implementation and monitoring of corrective actions and remedies while maintaining strict confidentiality, neutrality, and professionalism. Ensure District compliance with Title IX regulations, California Uniform Complaint Procedures (UCP), Board policies, and applicable federal and state laws. Maintain a centralized system for tracking complaints, timelines, and outcomes and keep accurate records in accordance with legal retention requirements. Assist in the administration of District human resources programs as assigned and collaborate with leadership on investigations, employee relations, and personnel matters. Provide support in resolving workplace conflicts and concerns. Guide site administrators and departments regarding complaint procedures, resolution protocols, and professional learning sessions on legal compliance, investigations, and progressive employee discipline. Serve as the primary point of contact for complainants, respondents, and stakeholders, ensuring timely, respectful, and aligned communication. Support a culture of trust, transparency, and responsiveness across the district. Support policy development and revision of Board policies and administrative regulations related to complaints and personnel practices; monitor trends and recommend improvements based on data and best practices. Supervise staff as assigned and perform other related duties as assigned. Requirements Ensure prompt, thorough, and impartial complaint investigations. Strengthen coordination between complaint resolution and human resources functions. Improve consistency, documentation, and compliance systems. Build trust, transparency, and responsiveness across the district. Provide leadership and support to school sites and departments. Qualifications Education Bachelor's degree required. Master's degree preferred. California Administrative Services Credential required. Experience Experience conducting investigations (Title IX, HR, or legal). Experience in public school systems or related field desirable. Teaching, student services, and/or site administration experience desirable. Knowledge Title IX regulations. California Education Code and Uniform Complaint Procedures. Human resources practices in public education. Applicable federal and state employment laws. Skills & Competencies Demonstrated commitment to high standards of ethics and professionalism. Strong investigative, analytical, and problem‑solving skills. Excellent written and verbal communication. Ability to manage sensitive and complex situations with integrity. Strong interpersonal and conflict resolution skills. Ability to build trust and maintain confidentiality. Commitment to equity, inclusion, and student‑centered practices. Title IX Investigator training preferred. Bilingual highly desirable. Reports To Assistant Superintendent of Human Resources Supervises Staff as assigned Salary $155,410 - $188,734 annually, 223 days (max salary includes longevity & education stipends).
