Position Information Department Univ Info & Tech Admin (JIS) Position Title Specialist 2-Strategic Job Title Administrative Modernization Program Human Resources Program Lead Appointment Type Professional Faculty Job Location Corvallis Benefits Eligible Full-Time, benefits eligible Job Summary The University Information and Technology ( UIT ) Administrative Modernization Program ( AMP ) is seeking a Human Resources Program Lead. This is a full-time (1.00 FTE ), 12-month, professional faculty position. As a key driver of the Oregon State University (OSU) digital and business transformation effort, the Administrative Modernization Program (AMP) Human Resources (HR) Program Lead will be responsible for leading the human resource program of projects. They will be dedicated and assigned to the Vice Provost for Human Resources and Chief Human Resource (CHRO), and report to the AMP Executive Director. This position will serve as a key member of the AMP program team assigned to HR projects as assigned and prioritized by the AMP Steering Committee and governance structure. This position will be responsible for:- HR business transformation through close coordination and collaboration with project teams, OCM, business development and implementation partners, stakeholders and the AMP team
- Representing the Vice Provost for Human Resources and CHRO to provide program management across HR projects under the scope of AMP.
- Guiding and assisting project teams in applying the AMP guiding and design principles, data, and frameworks to make informed decisions.
- Taking a leadership role in using the AMP strategy to develop a holistic, multidimensional functional architecture specific to HR and as a component to the overall system of functional areas in collaboration with the technical partners.

- Lead efforts to identify and define the set of strategic, core and support business processes that transcend functional and organizational boundaries; identify and describe external entities such as vendors, state and federal agencies, and external systems that interact with the business of OSU; and describe which people, resources and controls are involved in the processes.
- In collaboration with the Vice Provost for Human Resources and CHRO, AMP Executive Director and UIT Executive Director for Business Architecture, propose the tactical and strategic business goals and objectives that provide traceability through the organization and are mapped to metrics that provide ongoing governance.
- Work with HR project teams to deliver outcomes that meet the defined goals, objectives, and metrics ensuring we can answer the key questions:
- What is the actionable vision for after the HR administrative modernization is complete?
- How do we future proof our business?
- Working with the Vice Provost for Human Resources and CHRO, describe the primary business functions of the enterprise and distinguish between customer-facing, supplier-related, business execution and business management functions. Prioritize the re-design efforts for each of these stakeholders.
- In consultation with the Vice Provost for Human Resources and CHRO, AMP Executive Director and UIT Executive Director for Business Architecture, participate in the formation of project teams; provide leadership, guidance and consultation to teams providing a systems approach to bring alignment across the AMP team, project teams working within the functional area and across related areas of stakeholders impacted by the new approach to business processes, policies, and technology.
- Work collaboratively and in partnership with AMP project managers and business analysts to ensure projects are supported and held accountable to follow the AMP approach and frameworks with deliver on outcomes, benefits within scope, schedule and budget.
- Provide program management across HR projects under AMP to assist teams with identifying and managing dependencies among projects in HR and across projects in other functional areas and providing regular updates including program level progress on identified KPIs and metrics.
- Guide and assist project teams in applying the AMP guiding and design principles to make informed decisions, assess and mitigate risk and ensure teams are empowered to make decisions within their role and provide leadership if decisions need to be escalated through the governance structure to the AMP Steering Committee.
- Serve in a key role focused on making human resource processes and supporting systems more agile and productive. Oversee the program of projects to ensure their design focuses on the user experience and how they interact with these administrative processes. Ensure that back-end processes are streamlined, automated, transparent, inclusive and integrated so data can be used by the institution to assess and measure our success.
- Collaborating with UIT Executive Director for Business Architecture, design and help document the AMP functional architecture strategy based on a situational awareness of HR, finance, planning and budgeting, and student business scenarios, scrutinizing the various business scenarios and motivations for simplification, automation, and effectiveness.
- Apply a structured business architecture approach and methodology for capturing the key views of Human Resources stakeholders.
- Define data shared across these various business areas and their interrelation. Using this data, conceptualize and design high-level models that can help in future analysis to remodel the business architecture.
- Establishes, manages, and maintains close relationships with OSU stakeholders to gather input, help manage change, and gain insight and expertise to support the HR project teams.
- Manages and maintains close partnership with our external consultants for AMP to expand expertise and ensure the program is meeting commitments to our stakeholders and within scope, schedule and budget across the portfolio of HR projects.
- Connects and builds partnerships with national higher education peers to share insights and lessons learned.
- Bachelor's degree in business, communications or field related to assigned responsibilities OR equivalent combination of education and/or work experience.
- At least 10 years of experience as a human resource generalist with progressive growth in scope of related responsibilities.
- A broad view of higher education business and varied degrees of appreciation for the mission, values, strategies, processes, technologies, and governance.
- Demonstrated experience in facilitating change with an inclusive, equitable, and accessible approach, including collaboration with senior-level stakeholders.
- The ability to support diverse teams and promote inclusive teamwork at all levels of the organization.
- Strong situational analysis and decision-making abilities.
- Ability to influence others towards a common objective or goal.
- Exceptional communication skills and the ability to communicate appropriately at all levels of the organization; this includes written and verbal communications as well as visualizations; and working with a broad group of individuals from varying backgrounds.

- The educational equivalent of master's degree from an accredited institution of higher education.
- Human resource certification from SHRM and/or HRCI.
- Experience implementing an ERP or large enterprise system for human resources.
- Knowledge of the higher education landscape; understands the link between AMP activities, outcomes, and university value expectations.
- Experience with organizational change management related to major digital and business transformation efforts or other large enterprise system deployments.
- A demonstrable commitment to promoting and enhancing diversity.
