Associate Executive Director of Procurement Policy, Compliance, Innovation, and Engagement

The Deputy Executive Director (DED), Office of Procurement (OOP) and Deputy Senior Procurement Executive (DSPE) serves in the Office of Procurement. The DED/DSPE manages and oversees critical aspects of the Department-wide procurement program, one of the largest in the Federal government. TECHNICAL QUALIFICATIONS (TQs) Your resume should demonstrate accomplishments that would satisfy the technical qualifications. TQ1: Demonstrated expert knowledge and significant experience in interpreting, developing, deploying, and operationally assessing procurement directives implementing Presidential Executive Orders, the Federal Acquisition Regulation (FAR), and departmental guidance across a large, complex acquisition enterprise. This includes successful leadership in developing and maintaining agency-specific acquisition supplementation (e.g., VAAR), ensuring Department-wide compliance, and providing authoritative recommendations in procurement policy to senior management, inter-agency groups, and contract review boards. TQ2: Demonstrated ability to lead, direct, and assess the development of innovative , enterprise-level approaches and solutions for complex procurement policy issues, including fraud, protest-resolution, and contract requirements. This includes oversight of nation committees (such as debarment and suspension), active participation in integrated product teams, and formulation of strategic plans that address evolving acquisition needs while ensuring compliance, efficiency, and integrity across all administrations, staff offices, and field operations. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.
