In 2024, this 24/7/365 operation served 75.5 million riders on a system that stretches nearly 120 miles -- from Penn Station and Grand Central Madison in Manhattan to Montauk on the eastern tip of Long Island. Please note that this position has been designated as a "Policy Maker" pursuant to the New York State Public Officers Law & the MTA Code of Ethics. As such, you will be required to complete a Financial Disclosure Statement that will be provided to you by the New York State Joint Commission on Public Ethics. Job Summary Assist the Engineer -- SCADA & Signal Systems, in the Development, Operation and Maintenance of the Signal Supervisory Control System (Centralized Train Control), providing coordination between users (Transportation), and Signal Design, while adhering to Construction and Maintenance requirements. Perform a variety of Database, Security, Application and/or Network Administration on the variety of SCADA systems. Assist with the design, testing, and troubleshooting of complex network and security systems. This position is responsible for assisting with the directing and development of Operational Network. Duties and Responsibilities Assist the Engineer -- SCADA & Signal Systems, with planning and managing the Signal Supervisory Control (SSC) Systems applications, GUI, database, and related administration and maintenance procedures. Assist with maintaining, updating all Signal SCADA Systems. Project tracking, accounting, estimate preparation. Assist the Engineer -- SCADA & Signal Systems, with providing support for prompt repair, and revisions of existing Signal Control systems including emergency conditions (fires, accidents, extreme weather conditions etc.). Provide support for installation & cutover of new Signal systems including field support. Research and direct development of testing requirements and processes for all new Signal related equipment and replacement equivalents. Lead testing efforts as required. Document all testing and process QPL requirements. Assist with the development of testing requirements for new equivalent and alternative Signal products. Direct Signal Field Supervision in all testing, installation and troubleshooting of Signal SCADA and CTC (Centralized Train Control) systems. Assist in conducting detailed analysis of Signal SCADA failures and reporting to senior management. Assist the Engineer -- SCADA & Signal Systems, with direction for Signal Design Consultants & vendors to ensure their product is compatible with LIRR SSC standards. Develop and keep current standard design procedures and materials. Assist the Engineer -- SCADA & Signal Systems, with the development of system enhancements in conjunction with Transportation and other LIRR departments to ensure designs meet SSC requirements. Assist with the development of operator and maintenance training programs in support of system enhancements and periodic refresher courses. Assist with developing reports after investigations detailing results of failures. Assist the Engineer -- SCADA & Signal Systems, in the development and implementation of existing Control systems into the SSC System (Central Control). Ensure efficient concepts are utilized in future signaling projects for compatibility with SSC System. Provide technical support for procurement of material & services. Assist the Engineer -- SCADA & Signal Systems with the development of Operational, Maintenance standards and procedure and ensuring all involved parties are aware of standards and procedures. Assist in writing required Signal SCADA tests as well as developing test forms. Provide all signal subdivisions with the paperwork needed to perform the required maintenance of SCADA systems. Coordinate all applicable testing in SCADA and CTC with other Signal disciplines and Transportation. Assist in monitoring and progressing of the signal action plan. Select, develop & motivate personnel within section. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review direct reports and approve performance appraisals. Ensure continued implementation of the Corporate Safety Policy. Promote safe work practices & provide safe work conditions. Create an environment that respects individual differences & enables employees to develop & contribute to their full potential. All other assignments at the request of senior management. Perform other assignments as requested by Senior Management Required Education and Experience: Level I Bachelor's degree in Engineering, Computer Science, or a related field. An additional four years of demonstrated, directly related, equivalent experience and education may be considered in lieu of the degree. One year of recent experience in Engineering or Computer Science Ability to enforce corporate/department safety policies. Good understanding of databases with strong computer skills including, Microsoft Office Suite, Adobe Acrobat and Windows/Linux Operating System. Good understanding of Workstation hardware and Server hardware, including working on hard drive, memory card and Video cards. Communication skills (oral and written) and interpersonal skills, with the ability to work effectively with all levels of management, communicate ideas, and motivate employees. Professional demeanor and high degree of integrity. Ability to effectively perform job tasks during temporary non-regular shifts. Knowledge in applications of signal, electrical and computer engineering principles. Self-motivated, with the ability to provide solutions to complex problems. Analytical skills, presentation, and project management skills. Must be experienced in Windows Server design, implementation, and daily operational management of the Microsoft Windows Infrastructure and related application servers. Network Protocols: Familiarity with networking protocols such as TCP/IP (Transmission Control Protocol/Internet Protocol), DNS (Domain Name System), DHCP (Dynamic Host Configuration Protocol), SNMP (Simple Network Management Protocol), and others. Knowledge of these protocols is essential for troubleshooting and optimizing network performance. Must possess a valid driver's license Must possess the ability to act as a representative of the SCADA Group during meetings with MTA IT, Transportation Department, 3rd Party Contractors, Vendors. Required Education and Experience: Level II Must possess ALL required qualifications listed above for Level I Approximately 2 years of recent, related experience in, Remote Control Systems and communication networking. Successful completion of LIRR Signal Department Phase II Training or in lieu of completion, verified railroad signal field experience. Comprehensive knowledge in applications of signal, electrical and computer engineering principles. Recent experience in positions with increased responsibility in railroad signaling field. Experience with Signal system design, installation, testing and maintenance. Knowledge of railroad engineering operations. Knowledge and understanding of databases with strong computer skills including Microsoft Office Suite, Adobe Acrobat and Windows Operating System. Working knowledge of Workstation hardware and Server hardware, including working on hard drive, memory card and video cards. Ability to lead and direct others, particularly technical personnel in a union capacity. Must be experienced in Windows Server design, implementation, and daily operational management of the Microsoft Windows Infrastructure and related application servers. Network and Database Security: Understanding security principles and best practices to protect networks from unauthorized access, data breaches, and cyber threats. This involves implementing firewalls, intrusion detection systems (IDS), intrusion prevention systems (IPS), VPNs, and other security measures. Network Monitoring and Management: Utilizing network monitoring tools to monitor network performance, identify issues, and troubleshoot connectivity problems. This includes configuring SNMP, collecting, and analyzing network traffic data, and generating reports. Network Troubleshooting: Proficiency in diagnosing and resolving network issues, including connectivity problems, latency issues and hardware/software failures. This involves using troubleshooting methodology and tools to isolate and resolve network-related issues. Documentation and reporting; ability to create and maintain network documentation, including network diagrams, configuration, inventory records and operation manuals. Database Management systems: Knowledge of various database management systems such as MySQL, Oracle, SQL Server, PostgreSQL, and Mongo DB, understanding of features and capabilities. Strong management skills to motivate technical personnel in the design application and emergency supervision of maintenance personnel. Working knowledge of MTA IT Cybersecurity policies and procedures. Ability to program, troubleshoot and revise Railware supervisory application. Familiarity with EEPS, TIMACS, and DISPATCHVIEW) Recommendation from the Section Head and approval of the Chief Engineer. 3.0 out of 5 or better on the previous two consecutive performance appraisals.[JL1] Knowledge of all LIRR Signal SCADA Systems. Required Education and Experience: Level III Must possess ALL required qualifications listed above for Level II Windows Server Administration: Proficiency in installing, configuring, and managing Windows Server operating systems. This includes tasks such as setting up user accounts, managing permissions, configuring network services (DNS, DHCP, Active Directory), and maintaining server security. Active Directory (AD) Management: Expertise in managing Active Directory services, including domain controllers, user and group accounts, organizational units (OUs), group policy objects (GPOs), and Active Directory Federation Services (ADFS). Active Directory is a central component for user authentication, authorization, and directory services. Group Policy Management: Knowledge of Group Policy management to centrally configure and enforce security settings, desktop configurations, software installations, and other system policies across Windows-based networks. Group Policy is essential for ensuring consistent and secure system configurations. Patch Management: Knowledge of Windows Server Update Services (WSUS) or other patch management solutions for deploying and managing software updates, security patches, and hotfixes across Windows servers and client systems. Patch management is critical for maintaining system security and stability. Experience with the following, preferable: Certifications CCNA/CCNP Security, CompTIA Security , MCSA and applicable software applications. Design, implement and support security network; Firewalls, IPS/IDS, VPN, Two Factor Authentication, Security Tools, Data Loss Prevention, Anti-Virus, Malware. Advanced knowledge of TCP/IP, subnetting, routing, access control lists, firewalls, Site-to-Site and Client VPN, NAT, and network traffic analysis. Experience with databases, networks (LAN, WAN), patch management, and other protocols (e.g.: MPLS, BGP, PPP, etc.) Knowledge of system security (e.g., intrusion detection systems, firewalls, data diodes, anti-virus) and data backup/recovery Knowledge of SPLUNK Ability to commission new network servers and technology tools. troubleshoot Supervisory and network issues and outages and direct union forces to perform corrective actions. plan and coordinate commissioning of new/updated supervisory systems with Transportation, MTA IT, and other departments/agencies reducing service impact and downtime. Management software i.e.: Solar Winds, SINEC, Nozomi Experience with OT Cybersecurity Controls Ability to design and commission new Railware supervisory and integrate with all supporting applications (TIMACS, EEPS, DISPATCHVIEW). The Assistant Engineer III position also requires the following minimum requirements if elevated from Assistant Engineer II position: Recommendation from the ACE and approval of the Chief Engineer. 3.0 out of 5 or better on the most recent performance appraisal.[JL1] Comprehensive knowledge of all LIRR Signal SCADA Systems. Demonstration of effective supervisory capabilities. Consistent compliance with safety regulations and ensuring the safety of those under their supervision. Other Information Employees driving company vehicles must complete defensive driver training once every three years for current MTA drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
