Financial Analyst

Job Description The Financial Analyst uses skills as a seasoned, experienced professional with a full understanding of industry practices and organizational policies and procedures; resolves a wide range of issues in a creative and practical manner. Works on problems of diverse scope where analysis of data requires evaluation of identifiable factors. Demonstrates good judgment in selecting methods and techniques for obtaining solutions. Contacts are both internal and external to the department. Job Summary This position will work closely with and report to the EVCP Financial Manager to support RRP recharge proposal development and management for multiple UCSF Cores, and provide financial support including strategic and detailed budget development, financial reporting, financial transactional processing, purchasing, and reconciliations. The role works directly with the Controller's Office, Supply Chain Management, Budget & Resource Management, and Office of the Executive Vice Chancellor & Provost. Additionally, the position will support the RRPED by managing the RRP travel and education budget and the RRP Events budget for workshops, receptions and retreats, and will coordinate special events with other RRP staff. Department Description The Executive Vice Chancellor & Provost’s Business Service Center provides centralized financial transactional processing, reconciliation, reporting and budget development and management to the direct offices of the Chancellor, Vice Chancellor for Diversity and Outreach (VCD&O), and Executive Vice Chancellor and Provost’s (EVC&P). These services also cover the subunits of the VCD&O and EVC&P, which include the Advisement Office, the direct offices of the Vice Chancellor, Research, Associate Vice Chancellor Research, Associate Vice Chancellor Ethics and Compliance and their subunits such as Research Cores, Laboratory Animal Research Center (LARC), Environmental Health & Safety (EH&S), Human Research Protection Program (HRPP), Institutional Animal Care and Use Program (IACUP), the office of Sponsored Research (including Government and Business Contracts, Research Management Services (RMS), Industry Contracts Division, Office of Clinical Trials Activation (OCTA)), and the Office of Innovation Ventures (with subunits such as Office of Technology Management (OTM), Center for Entrepreneurship (CE), Strategic Alliances (SA) and Research Resource Program (RRP)), as well as Academic Affairs, Student Academic Affairs, Academic Senate, Graduate Division, and the Campus Library. The Research Resource Program (RRP) provides strategic planning and implementation of programs to support core facilities and other research resources at UCSF, offering administrative, operational and financial management tools and support. Services include creation and management of recharge proposals for cost recovery of core user fees, financial reporting of recharge activities, development of business plans and budgets, as well as purchasing, financial transactional processing and reconciliations. RRP also supports core business operations with a core management software platform, MyCORES, for billing and utilization tracking. Responsibilities 30% Yes Applies professional concepts to perform moderate to complex financial or resource analysis to understand past performance and determine present and future performance and / or resource allocations. Creates annual recharge proposals for up to 20 distinct scientific core service units (e.g., Parnasuss flow cytometry center, CIL SFGH preservation core), identifying total annual expenses and costs, including personnel, supplies, services, specialized scientific equipment, and service contracts. Uses data from Peoplesoft, MyReports, UPLAN, and MyCores/iLabs to generate usage data, project future years, reconcile prior year data, and identify any surpluses or overdrafts. Submits information in the required Budget and Resource Management template and shepherds proposals through the review and approval process. Performs strategic and detailed budget development in collaboration with unit leaders, translating future plans into detailed and high‑level budget reports and projections for UCSF leadership review. Utilizes UPLAN, MyReports, PeopleSoft, and Excel to generate budgets for RRP and individual cores, projects personnel and non‑personnel costs, and collaborates with other EVCP Business Services analysts to generate other budgets as needed. 20% Yes Provides analytical support for complex budget, financial, or resource analysis projects. Uses campus tools such as iLabs, Peoplesoft, MyReports, UPLAN, and Excel on a daily basis to monitor and reconcile expenses and income, ensuring solvency of assigned cores and RRP. Independently identifies correct funding sources for projected expenses or unplanned large equipment purchases. Works with Core managers and EVCP Business Services manager to identify alternate funding sources to subsidize unplanned expenses or core shortfalls. Provides decision support for RRP leadership regarding acceptance of new cores into the RRP. Generates monthly financial reports (update projections and variance reporting) using UCSF financial systems (iLabs, Peoplesoft, MyReports, UPLAN) and Excel. 5% Yes Coordinates and implements department budget allocations for the RRP Events budget and other activities, maintaining a department chart of accounts and related business processes. Includes coordination of RRP events such as retreats, workshops, and receptions. 10% Yes Supports the EVCP Finance Manager by gathering, analyzing, and summarizing recommendations for financial plans, including annual resource allocation approaches, trends, future requirements, operating forecasts, sources & uses, etc. Generates, modifies, and creates new financial reports. Analyzes and forecasts staff/faculty salary budgets and recharge user fees. 5% Yes Ensures that internal controls are addressed, maintained, and strengthened to protect university resources, documents procedures, and trains staff as appropriate to foster an effective team environment. 10% Yes Performs complex financial research and studies for department constituents and Core Laboratories, including periodic financial reports, salary budgets, contracts, and user fees. Analyzes budgets, forecasts, projections, staff/faculty salary or FTE, recharge rates, working capital, depreciation, and sets up tracking of service allocations and co‑pays in MyCores. 5% Yes Prepares, reviews, and / or approves financial transactions including RRP travel transactions, manages the education budget, RRP events budgets for workshops, receptions, retreats, and provides purchasing support in BearBuy. Performs reconciliations and coordinates special events with RRP staff. 10% Yes Independently gathers information for analysis, prepares complex recharge proposals, creates internal financial reports, and serves as the RRP equipment custodian and Archibus coordinator. 5% Yes Provides department support in business process analysis and design, system or procedure testing and implementation, documentation, security, workflow, and customer feedback. Qualifications Required Qualifications Bachelor's degree in a related field and 3+ years of related experience, or equivalent experience and training. Thorough knowledge of finance policies, practices, and systems. Ability to independently gather required information, organize, and perform financial analysis assignments. Proven ability to present information verbally and in writing clearly and concisely. Proficient use of Excel for complex financial analysis, fiscal management, and financial reports. Strong interpersonal skills, service orientation, critical thinking, and attention to detail, with the ability to multitask in a high‑volume environment. Ability to adapt to changing priorities and function as a member of a team. Thorough knowledge of internal control practices and their impact on protecting university resources. Proven analytical and problem‑solving skills in finance and budgeting. Exceptional multitasking ability with strong time‑management and priority‑setting in a dynamic, fast‑paced, deadline‑oriented, customer‑service focused environment. Ability to interpret policies and procedures accurately. Experience working with senior leaders and managers in a large, complex organization. Previous financial or accounting experience handling complex accounting. Demonstrated experience with purchasing and reconciliation. Preferred Qualifications Strong knowledge of UC policies, procedures, budgeting, financial reporting, and procurement systems (UPLAN, MyReports, Faculty Portfolio, PeopleSoft‑General Ledger & RAS, BearBuy, MyExpense, GL Reconciliation tool). Proficient in CACTUS & RAS for complex financial analysis, fiscal management, and financial reports. Experience with UCSF accounting systems (PeopleSoft & RAS) and policies; proficiency in the online purchasing system BearBuy and comfort acting as a delegate for senior leaders, managers, and guest travelers using MyExpense.
