The role will require regular travel between the two locations. Job Title & Terms Operations Service Manager – Grade SEO – Loan/Fixed Term (2 years). About the Role Working to the Head of Operations, the Operations Service Manager will support the Inquiry’s Secretariat, build and provide robust services to support the Chairman and Inquiry Legal Team in the delivery of the Inquiry. The role, performed across the Secretariat team, involves oversight of projects and processes from start to finish. Duties and Responsibilities Forecasts and budgeting – develop the Inquiry’s forecast and budgets in partnership with the Head of Operations. Reporting schedule – consolidate monthly and quarterly accounts and provide accurate reporting to the Inquiry Secretary and Chairman. Section 40 – act as the link from the Secretariat to the Inquiry Legal Team to oversee Section 40 awards and spend. Contract Management – lead contract management, onboard contractors, and allocate resources to meet requirements. Project management – provide project management support across the Secretariat. Reporting and Governance – support the Head of Operations at the Governance Board and deputise where needed. Hearings – provide support during hearings as required. Qualifications and Requirements Strong organisational skills. Strong prioritisation, communication and influencing skills. Experience working with a range of stakeholders. Experience working to tight deadlines and resolving problems quickly. Experience building robust systems and providing service delivery in a fast‑paced environment. Strong attention to detail, particularly in written communication. Willingness to travel between Belfast and London regularly. Success Profiles & Behaviours Previous experience working on independent inquiries (or similar work). Previous experience building budgets and forecasts. Existing CTC clearance (or higher). Managing a Quality Service – application and interview. Working Together – application and interview. Delivering at Pace – interview. Communicating and Influencing – interview. Security Clearance Role requires National Security Vetting, including Counter Terrorism Check (CTC). Candidates must have been continuously residing in the UK for the past 3 years.
