Position Summary

The Director of Clinical Services serves as the senior clinical leader for Virtual Peace of Mind and is responsible for the strategic leadership, operational oversight, quality assurance, and successful delivery of all clinical services across the organization. This executive leadership position provides direction for clinical operations, workforce development, clinical education and apprenticeship programming, program implementation, and clinical compliance while ensuring the delivery of high-quality, evidence-based behavioral health services across all programs and service lines.

The Director of Clinical Services is responsible for leading clinical teams, strengthening relationships with school districts and other strategic partners, overseeing the successful implementation of organizational initiatives, and ensuring that clinical services align with the mission, vision, and strategic goals of Virtual Peace of Mind. The Director collaborates closely with executive leadership to develop scalable clinical systems that support organizational growth, operational excellence, and exceptional client outcomes. A primary responsibility of this position is designing and building the infrastructure for Virtual Peace of Mind's 16-month clinical apprenticeship program, including its weekly curriculum, learning objectives, competencies, training activities, evaluation tools, and implementation standards.

Serving as the CEO's designee for clinical operations, the Director assumes primary responsibility for the day-to-day oversight of clinical services, clinical personnel, and implementation activities, allowing the CEO to focus on organizational strategy, statewide


expansion, business development, grants, and executive partnerships.

This position requires a seasoned behavioral health executive with demonstrated experience directing clinical services, leading multidisciplinary teams, implementing large-scale programs, and building strategic partnerships. The ideal candidate possesses strong operational leadership skills, excellent relationship management abilities, and a proven record of improving clinical quality, organizational performance, and program outcomes.

Clinical Leadership & Quality

The Director of Clinical Services provides executive leadership for all clinical service delivery across Virtual Peace of Mind. This includes establishing and maintaining high standards of clinical excellence, ensuring compliance with ethical and regulatory requirements, promoting evidence-based practices, and fostering a culture of continuous quality improvement. The Director is responsible for ensuring that clinical services are delivered consistently, effectively, and in alignment with the organization's mission and strategic goals.

Key Responsibilities
  • Provide executive oversight of clinical quality, service delivery, clinical risk, and regulatory compliance across all programs and service lines.
  • Establish systems for monitoring documentation, treatment planning, client outcomes, clinical performance, and corrective action.
  • Lead quality assurance, performance improvement, and clinical policy development.
  • Supervise and develop Clinical Supervisors and other clinical leaders while providing consultation regarding complex, high-risk, or escalated clinical matters.
Clinical Education, Workforce Development & Apprenticeship

The Director of Clinical Services has primary executive responsibility for designing, building, implementing, evaluating, and continuously improving Virtual Peace of Mind's clinical education, apprenticeship, and workforce development infrastructure. This includes developing a comprehensive apprenticeship program that prepares future behavioral health professionals through a structured, competency-based learning experience. The Director will establish the educational infrastructure, curriculum, training standards, supervision model, and evaluation framework necessary to support clinician development and long-term workforce sustainability.

Key Responsibilities
  • Design and complete a comprehensive 16-month clinical apprenticeship curriculum organized by week, with defined learning objectives, competencies, instructional content, applied activities, supervision expectations, performance milestones, and required deliverables.
  • Develop the full educational infrastructure necessary to operate the program, including facilitator guides, participant materials, training manuals, competency assessments, evaluation tools, progress-tracking systems, and remediation procedures.
  • Establish a structured apprenticeship model integrating clinical instruction, supervised practice, documentation proficiency, professional development, organizational orientation, and readiness for increasingly independent clinical responsibilities.
  • Coordinate the implementation, delivery, evaluation, and continuous improvement of the apprenticeship program in collaboration with clinical supervisors, organizational leadership, and applicable external partners.
  • Ensure the apprenticeship curriculum aligns with organizational standards, applicable licensure and supervision requirements, evidence-based clinical practices, workforce needs, and contractual or funding requirements.
Add a curriculum development expectation

During the initial curriculum-development period, the Director is expected to demonstrate measurable weekly progress toward completion of the 16-month apprenticeship framework in accordance with an approved project plan and implementation timeline.

Clinical Operations & Workforce Performance

The Director of Clinical Services oversees the operational management of all clinical programs, ensuring appropriate staffing, efficient workflows, and effective resource utilization. Working collaboratively with administrative leadership, the Director develops systems that support sustainable growth while maintaining exceptional service delivery. This role is responsible for maintaining a high-performing clinical workforce, strengthening accountability, and ensuring that staffing capacity, clinician productivity, supervision, and service delivery support the organization's current and future needs.

Key Responsibilities
  • Direct daily clinical operations, staffing capacity, clinical assignments, supervision structures, and escalation processes.
  • Collaborate with administrative and human resources leadership on clinician recruitment, selection, onboarding, performance management, retention, and workforce planning.
  • Establish and monitor systems for clinical productivity, caseload management, service access, documentation timeliness, and operational performance.
  • Use clinical, workforce, utilization, and operational data to identify trends, resolve barriers, recommend improvements, and ensure contractual and organizational expectations are achieved.
Strategic Partnerships & Program Implementation

The Director of Clinical Services serves as the organization's senior clinical representative in cultivating and maintaining strategic partnerships that support the delivery and expansion of behavioral health services. This includes collaborating with school districts, healthcare organizations, government agencies, referral partners, and other stakeholders to ensure successful program implementation and long-term partnership success. The Director plays a critical role in representing Virtual Peace of Mind's clinical expertise while supporting organizational growth and innovation.

Key Responsibilities
  • Serve as Virtual Peace of Mind's senior clinical liaison with school districts, principals, district administrators, state agencies, healthcare organizations, government entities, referral partners, grant partners, and other strategic stakeholders.
  • Represent the organization in implementation meetings, clinical planning discussions, partnership reviews, service-delivery meetings, and other assigned external engagements.
  • Lead the clinical implementation of new contracts, programs, districts, grants, and service lines, ensuring that timelines, staffing, workflows, communication protocols, and deliverables are established and maintained.
  • Develop and execute partner-specific engagement and improvement plans that strengthen utilization, service access, satisfaction, program performance, and long-term partnership stability.
  • Address and resolve partner concerns related to clinical services, program implementation, workforce readiness, and service delivery.
Executive Leadership & Organizational Strategy

As a member of the Executive Leadership Team, the Director of Clinical Services contributes to organizational planning, strategic decision-making, and long-term growth initiatives. The Director collaborates with the CEO to develop scalable clinical systems, strengthen organizational performance, and ensure that clinical operations align with the overall vision and direction of Virtual Peace of Mind.

Key Responsibilities
  • Participate in executive leadership, organizational planning, strategic decision-making, and the development of scalable clinical systems.
  • Lead assigned strategic initiatives that strengthen clinical quality, organizational efficiency, workforce development, program implementation, and service growth.
  • Use clinical, operational, workforce, partnership, and financial information to provide executive-level reports, recommendations, and corrective-action plans.
  • Assist with developing and monitoring clinical department budgets, staffing investments, training resources, apprenticeship expenditures, and other assigned organizational resources.
  • Serve as the CEO's designee for day-to-day clinical operations, assigned partnership matters, program implementation, and clinical leadership decisions.
Authority & Decision-Making

The Director of Clinical Services is authorized to make day-to-day clinical and operational decisions necessary to ensure effective service delivery, workforce performance, program implementation, clinical quality, and partnership responsiveness. The Director exercises independent judgment in supervising clinical personnel, resolving routine operational concerns, implementing approved initiatives, establishing clinical workflows, and directing assigned resources. Decisions involving contract execution, unapproved financial


commitments, executive compensation, significant organizational restructuring, enterprise-wide policy changes, or other matters reserved for ownership remain subject to approval by the Chief Executive Officer.

Leadership Development & Organizational Culture

The Director of Clinical Services is responsible for cultivating a culture of clinical excellence, accountability, collaboration, and continuous professional growth. Through mentorship, coaching, and leadership development, the Director builds organizational capacity by developing future leaders and fostering an environment that supports employee engagement, innovation, and exceptional client care.

  • Establish clear performance expectations and promote accountability, collaboration, employee engagement, and professional growth.

Minimum Qualifications

Education
  • Master's or Doctoral Degree in Counseling, Social Work, Psychology, Marriage & Family Therapy, or related behavioral health discipline.
Licensure

Current unrestricted professional license in Virginia (LPC, LCSW, Licensed Clinical Psychologist, LMFT, or equivalent).

Clinical Supervision Qualification

Must meet applicable Virginia requirements to provide or become approved to provide clinical supervision to residents or supervisees in the candidate's professional discipline. Board-approved supervisor status at the time of hire is required.

Required Experience
  • Minimum 8 years of progressive clinical experience.
  • Minimum 5 years in a Director-level clinical leadership role
  • Minimum 3 years supervising licensed behavioral health professionals.
  • Demonstrated experience directing clinical programs or behavioral health departments.
  • Demonstrated experience managing external partnerships and implementing behavioral health services within school systems, healthcare organizations, government programs, community behavioral health settings, or comparable institutional environments.
  • Experience leading organizational change and program implementation.
  • Experience developing policies, procedures, and quality improvement initiatives.
  • Experience managing multiple clinicians across multiple programs.
  • Demonstrated experience designing structured clinical training, professional development, workforce education, apprenticeship, residency, or competency-based learning programs.
  • Experience managing complex, multi-phase projects with defined timelines, deliverables, performance measures, and stakeholder accountability.
Preferred Qualifications
  • Previous experience as a Clinical Director, Director of Behavioral Health, Director of Clinical Services, or equivalent senior leadership role.
  • Experience managing grant-funded behavioral health initiatives.
  • Experience working with public school districts.
  • Experience scaling behavioral health programs.
  • Experience working with telebehavioral health services.
  • Experience developing comprehensive clinical curricula, training academies, apprenticeship programs, or graduate-level instructional content.
  • Experience with learning management systems, instructional design, adult learning principles, or competency-based education.
  • Experience developing and managing clinical department budgets.
  • Experience implementing performance dashboards and data-informed quality improvement systems.
