Academic HR Analyst (6414C) – Materials Science & Engineering A key role in the University of California, Berkeley’s College of Engineering, responsible for recommending, developing, implementing, administering, coordinating, and evaluating academic personnel policies, labor contracts, statutes, regulations, programs, and procedures related to faculty recruitment, appointments, advancement, promotion, compensation, benefits, payroll, training, faculty misconduct, equity issues, and awards within the Materials Science & Engineering (MSE) and Nuclear Engineering (NE) departments. Responsibilities Manages academic personnel administration essential to faculty advancement cases, salary increases, retention and recruitment, ensuring fairness and equity across a large, internationally recognized faculty body. Analyzes faculty appointments, merit and promotion cases, preparing full‑scale drafts of chairs’ recommendation letters and reviewing case documents for compliance with standing orders, the UC Academic Personnel Manual, and departmental precedents. Monitors leave accruals and usage, informs faculty of sabbatical leave credits, and manages credit deferral requests, ensuring compliance with UC policies and fiscal impact. Advises senate and non‑senate faculty on employment‑related matters, notifies appointees of policy changes, coordinates summer salary appointments, and oversees acting chair assignments. Provides guidance on new faculty start‑up packages, housing, spousal placement, and benefits, drafting letters of commitment and advising on complex appointments involving partner placement and multiple funding sources. Conducts investigations into complaints involving academic appointees, providing feedback to management and making strategic recommendations. Interprets the Academic Personnel Manual and university directives, advising faculty of their rights and responsibilities, and serves as custodian of faculty files and records. Manages hiring and payroll actions for multi‑location appointments, maintains accurate UCPath records, and updates the college faculty database. Oversees nomination processes for faculty research grants and awards, and drafts TAS proposals for temporary academic staffing budgets. Serves as expert consultant on academic personnel issues for MSE and NE, offering guidance on policy development and implementation to staff across the College of Engineering. Coordinates joint appointment activities with related units, recommends rank and steps for new faculty appointments, and advises on candidate negotiations. Oversees the department’s proprietary database for faculty recruiting and utilizes campus APRecruit and APSearch processes. Serves as liaison with the Office of Faculty Equity and Welfare, departmental diversity officers, and other campus units to improve outreach to women and underrepresented minorities. Provides policy guidance to faculty search committees and oversees interview conduct. Assists in resolving complex academic personnel problems and grievances, providing decisions and directives in compliance with departmental policy. Offers interpretation of complex or ambiguous academic personnel policies with risk management implications for the campus. Identifies unusual faculty needs (e.g., immigration issues) and engages college leadership to propose remedies requiring exceptional approval. Advises chairs on retention strategies to avoid loss of faculty to external institutions and tailors retention packages accordingly. Consults with units such as the Title IX compliance office, the Committee on Faculty Welfare, and academic senate committees. Acts as unit labor relations officer with respect to academic complaints, mentoring chair aides on academic personnel issues. Co‑coordinates with ERSO staff to ensure correct payment of research leaves and prepares required faculty materials. Contributes to faculty awards submissions and serves as the MSE and NE academic personnel team lead, partnering with other AP analysts. Handles general academic HR, faculty awards, and course support functions. Required Qualifications Bachelor’s degree in a related area and/or equivalent experience or training. Advanced knowledge of system‑wide, organizational, and college policies governing academic HR. Deep understanding of organizational goals, priorities, values, and the legal and human implications of decisions. Familiarity with union contracts, procedures, and practices that govern academic HR administration. Comprehensive knowledge of academic trends in planning, human resource management, and administration. Strong analytical skills to develop project scope and solutions, provide executive advice, and make critical personnel decisions. Excellent communication skills for diverse audiences. Innovative critical thinking to address complex issues and present nuanced analyses. Demonstrated initiative, tact, and planning proficiency. Advanced political acumen. Salary & Benefits The budgeted salary range for this 100% FTE career position is $101,600 to $145,700 per year ($8,466.67 to $12,141.67 monthly). The role is exempt under the Fair Labor Standards Act, paid monthly, and eligible for the University’s full benefits package.
