NAYA Family Center is seeking an experienced, compassionate, and community-minded Emergency Services Manager to join our Housing and Stabilization Services Department and lead our Rent and Energy Assistance programs. This position manages multiple County, Home Forward, and Clark County-funded programs that provide critical financial assistance to hundreds of community members each year. As the Emergency Services Manager, you'll lead a team of Energy Assistance Specialists and Rent Assistance Advocates while overseeing program operations, funding requirements, participant eligibility, quality assurance, documentation, and program outcomes. You'll work closely with staff, funders, Finance, NAYA leadership, and community partners to ensure critical resources are delivered efficiently, responsibly, and with care. At times, you'll also provide direct rent and energy assistance services, particularly during staffing vacancies or protected leaves. You'll have the opportunity to help shape program systems, strengthen community partnerships, support outreach, and contribute to efforts that improve access to housing stability and emergency resources for Native community members.

NAYA provides medical, dental, vision, and life insurance, flexible spending accounts, a 401(k) retirement plan with a match of up to 6%, 16 paid holidays, and sick and vacation accrual with vacation accrual increasing with tenure. This is a regular, full-time, exempt position. General hours are 9:00 a.m. to 6:00 p.m., with flexibility available upon approval and occasional evenings and weekends as assigned. NAYA employees are expected to work onsite most of the week, with the potential to work from home 1–2 days per week after successful onboarding and with supervisory approval. Pay for this position is $73,000–$85,000 annually.

Who You Are

• You have at least three years of experience supporting participants with housing resources or other critical needs.
• You bring experience successfully supervising and supporting staff; three years of management or supervisory experience is strongly preferred.
• You understand how to manage multiple funding streams, program requirements, and contract expectations while keeping services responsive to community needs.
• You have experience creating systems and processes that help staff consistently meet program and contract outcomes.
• You have strong written and verbal communication skills and can communicate effectively with community members, staff, funders, and partners from diverse backgrounds.
• You have experience writing grants, funder reports, government proposals, or other program-related documents.
• You have knowledge of Assertive Engagement, Motivational Interviewing, Trauma-Informed Care, and strengths-based services; experience in these approaches is strongly preferred.
• You have knowledge of Native American history and understand the diversity of local American Indian and Alaska Native communities and the Urban Indigenous experience.
• You have experience working with diverse populations, with experience working within Native American communities, tribes, boards, or other Native-serving organizations strongly preferred.
• You are organized and comfortable managing multiple priorities, deadlines, funding requirements, and program needs.
• You are comfortable using Microsoft Word, Excel, PowerPoint, email, web-based research tools, and database systems.
• You understand the importance of confidentiality and can exercise sound judgment when working with sensitive participant and organizational information.
• You have a valid Oregon or Washington State Driver License, or are able to obtain one upon hire, and are eligible to be an insured driver under NAYA Family Center's liability insurance policy.
• You are able to successfully complete required background investigations, including a fingerprint criminal history check and DHS Background Check Unit review.

What You'll Do

• Lead, supervise, and support Energy Assistance Specialists and Rent Assistance Advocates, including hiring, training, coaching, and providing ongoing feedback.
• Serve as the primary contact with public and private funding agencies for NAYA's rent and energy assistance programs.
• Build and maintain positive, effective relationships with funders, community partners, NAYA staff, and community members.
• Oversee participant eligibility, documentation, quality assurance, approval of disbursements, and other processes required by program funders.
• Monitor program spending and resource management in partnership with the Housing and Stabilization Services Director and Finance team.
• Track program and contract outcomes and communicate successes, challenges, and emerging needs with staff and leadership.
• Conduct 13-point reviews of electronic energy assistance applications and ensure funder corrective actions are addressed in a timely manner.
• Monitor rent assistance participant files and databases to ensure staff meet required program and contract standards.
• Manage the energy assistance appointment schedule to maximize efficiency and access to services.
• Develop program work plans and coordinate outreach efforts in partnership with the Housing and Stabilization Services Director.
• Work with the Director and Data and Reporting Specialist to prepare narrative and budget reports for funders.
• Support grant writing, government proposals, and program budget development as requested.
• Coordinate workforce training and professional development opportunities for yourself and your team.
• Work with NAYA staff and external partners to provide rent and energy assistance services to residents of NAYA's affordable housing sites.
• Provide high-quality direct services when needed, particularly during staff vacancies or protected leaves.
• Participate actively in the Housing and Stabilization Services leadership team and contribute to collaborative department and organization-wide initiatives.
• Maintain accurate participant information and documentation in NAYA and contractually required database systems, including OPUS, Efforts to Outcome (ETO), and WellSky HMIS.
• Support data entry, reporting, and monitoring of participant and program information.
• Represent NAYA with professionalism at community events and other public-facing opportunities.
• Contribute to fostering a safe, supportive, and secure environment for community members and staff.
• Maintain confidentiality and follow NAYA policies, procedures, and program requirements.
• Perform other duties as assigned by the Housing and Stabilization Services Director.
