Job Overview The Department of Public Utilities seeks an experienced leader to manage the operations and maintenance of one of Virginia’s largest municipal utility systems. The role oversees approximately 1,900 miles of water distribution and wastewater collection infrastructure, including more than 280 sanitary sewer pump stations, and supports a team of 110 dedicated employees. Responsibilities Lead daily operations and long‑term performance of the City’s water distribution and wastewater collection systems. Oversee maintenance operations, set strategic priorities, and administer an annual operating budget of approximately $27.5 million. Ensure compliance with federal, state, and local regulations and maintain a culture of safety, accountability, innovation, and continuous improvement. Coordinate emergency response activities and collaborate with engineering, construction, finance, customer service, and other City departments. Represent the Department before City leadership, regulatory agencies, contractors, developers, community organizations, and customers. Identify and implement operational improvements that enhance system reliability, asset performance, and service delivery. Qualifications Bachelor’s degree in civil or mechanical engineering, administration/management, or a related field, or equivalent combination of education and experience. Minimum six years of related, full‑time equivalent experience, with a preference for field maintenance and supervision background. Valid driver’s license and a driving record in compliance with City Driving Standards. Professional Engineer license preferred. Preferred Qualifications Municipal water and wastewater utility operations experience. Organizational leadership and employee development expertise. Capital project and asset management knowledge. Emergency management and incident response experience. OSHA compliance and construction safety knowledge. Budget development and financial management skills. Experience with Virginia public procurement.
