Job Category Staff & Executive - Security and Public Safety Department Department Emergency Management Services Overview The Division of Institutional Planning & Operations (IP&O) employs a workforce of approximately 2,700 staff, represented by 15 collective negotiations agreements, and is responsible for institutional strategic initiatives and operations, which encompasses an expansive range of comprehensive service and business operations across the State of New Jersey. These include planning and construction, facilities, public safety and emergency operations, environmental health and safety, transportation, housing, and auxiliary/retail operations. Posting Summary Rutgers, The State University of New Jersey, is seeking an Emergency Management Specialist for the Division of Institutional Planning & Operations (IP&O).Under the supervision of the Director of Emergency Management, the Emergency Management Specialist performs a variety of technical, analytical and administrative duties related to planning, design, implementation and maintenance of Emergency Operational, Safety, and Security Plans. The scopes of support will extend to all emergency management planning and operational functions. Provides Problematic and technical assistance to coordinate emergency systems and advise the OEM Director and Public Safety Administration on all matters related to technical aspects. Continually inspects for and assesses hazards using an “All Hazards” approach. Provide event assessment to determine level of planning, resources allocation and operational direction. One‑on‑one communicator of university policies and procedures. Responds to the activation of the Emergency Operations Center during times of emergencies and requests for crisis assistance and management. Participates in the preparation of annual and multi‑year comprehensive operational development plans. Assist with site assessments in association with disasters, hazard assessments and investigations. Participates in activities and meetings with stakeholder, professional associations and officials in the area of their expertise. Brings to the attention of the Director circumstances that could develop into widespread internal/external risk. Functional Group leader – for projects, surveys and time sensitive assignments. Training and experience sufficient to take first level of NIMS certification with the intent to continue towards certification as National Incident Management System (NIMS) I 200 and I300. The individual will need to be experienced in this area to allow for the planning testing and gathering of data to develop lessons learned, and implement corrective actions. Preferred Qualifications Three years supervisory experience in the emergency services field (law enforcement, fire, emergency medical, safety, or security). This experience should also include creation of plans to ensure adequate staffing and assessment of operations to determine flow. Abiltiy, experience, judgement and maturity to carry out all departmental responsibilities with limited supervision and to interact effectively with university community. Excellent communication skills, both orally and written. Excellent time management skills to routinely deal with multiple issues and activities. Active membership and participation in a professional safety, security, emergency management society. Certified Protection Professional (CPP) or Physical Security Professional (PSP) Certification desirable, or State Law Enforcement, Fire, Emergency Medical, and or Safety, Certification or licensing. Position requires the person to be able to use a PC, Word, Excel, PPT and other Emergency Management software programs and databases.
