Independent Evaluation For NextGen Technology Platform

We are looking to help one of our clients that is in the process of developing their NextGen Technology Platform. The vendor is developing a software solution to support the Division's business processes and activities. The project is now projected to take longer and cost more than originally anticipated. As a result, they are seeking an independent evaluation of the quality of the work completed thus far before moving forward.

The original work asked vendors to develop a software solution to include:

• Submission, review and process management of certification applications
• Create and maintain a searchable directory of certified firms
• Contract and subcontractor management
• Management of compliance functions
• Outreach and event management for certified vendors
• Customer relationship management
• Data analysis and report generation

After 10 months, they paused development to better define requirements, and secure an accurate estimate of the time and cost associated with completing this project.

The firm has submitted a new proposal to complete the project which costs significantly more than the original proposal. We are seeking an independent evaluation of the work performed to date as well as the new proposal to determine whether we should continue working with the vendor.

The Scope of Services for this request consists of the following:

• Establish whether the initial proposal matched the requirements outlined in the RFP. The selected firm will have access to both documents to evaluate whether the initial estimated effort was accurate or if there was a mismatch from the beginning.
• Evaluate the quality of the work done so far. The selected firm will have access to the application to assess the quality of the work and determine whether the work reflects the investment made.
• Assess the new proposal. The selected firm will have access to the new proposal to determine whether the proposed budget and timeline accurately estimates the outstanding business requirement
