Assistant Facility Chief Logistics Officer

The Finger Lakes Healthcare System has 1 vacancy for a Assistant Facility Chief Logistics Officer within the Canandaigua VA in Supply Chain Management. The incumbent is responsible for the development and integration of a cohesive supply chain; supports oversight, guidance, management, and integration of supply chain operations, including planning and coordination with fiscal, acquisition, clinical and administrative operations.

Major duties include but are not limited to:

Logistics Operations/Supply Chain Integration - 40%

  • Serves as the senior logistics management officer for a VA HCS and supported catchment area, integrating logistics and related support and services for the supply chain, expendable/nonexpendable and capital equipment, inventory management, storage and distribution operations, total supply support, and in some cases transportation, mail room, and reproduction; integrates and aligns acquisition, delivery and management of supplies, equipment, and services to ensure the successful delivery of patient care; standardizes business processes, establishes performance measures and analyzes the supply chain, developing actions as a result of analysis results, metrics, quality assurance/compliance, operating practices, and reporting within the facility and supported catchment area.
  • Maintains the logistics and supply chain management system by integrating operations that involve planning, coordinating, and evaluating the logistical and supply chain management actions required to support the complex requirements of a large healthcare system; oversees, guides, manages, and integrates supply chain operations across the organization, including planning/coordination with fiscal, acquisition, clinical and administrative operations; directs the supply chain, to include budget projections/execution for logistics programs and contracts, utilizing an understanding of the role of logistics in facility and Veterans Integrated Services Network (VISN) financial, business, capital asset management, clinical, and administrative operations.
  • Conducts audits, compliance reviews and program effectiveness/efficiency reviews of all logistics activities to ensure they provide satisfactory levels of service and comply with all applicable laws, rules, regulations, directives, and procedures; when these audits reveal performance improvement opportunities or deficiencies, develops, and executes remediation actions through to completion.
  • ACSCO becomes the Logistics Section Chief when the Facility Emergency Operations Center (EOC) is activated and the Incident Commander requires the position to be filled. Logistics is one of five major functional areas (command, operations, planning, logistics and finance/administration) designated under the ICS to be staffed in an EOC during an emergent contingency; in this role, organizes and facilitates acquisition of resources and distribution of supplies, equipment, and other services needed to support response and recovery efforts for facilities.
Supervision - 60%
  • Working through subordinate supervisors, plans, organizes and assigns work to subordinates engaged in logistics and property management across organizational lines; revises assignments or details employees to other duties as necessary to meet changing work situations, deadlines, or priorities; prepares requests for filling vacancies to meet workload requirements; establishes performance standards, ensures equity in performance standards developed by subordinates, and evaluates subordinates' performance.
  • Develops plans, milestones, and policy for the accomplishment of assigned functions on an immediate and long-range basis; develops and implements procedures and methods for accomplishment of assigned functions in accordance with directives and regulations; determines methodologies and approaches for staff use in successfully completing assigned functions; ensures that work is performed in a timely and satisfactory manner.
  • Exercises significant supervisory responsibilities in dealing with officials of other sections or organizations, or in advising management officials of higher rank (i.e., Director and/or Associate Director, VISN CSCO, etc.).
  • Makes decisions on work problems presented by subordinate supervisors; resolves formal complaints and grievances (including group complaints and grievances); reviews serious disciplinary actions (suspensions, terminations, etc.) involving nonsupervisory subordinates; assists employees in improvement of performance and keeps them informed of policies, personnel and other management programs; places exceptional emphasis on implementing and administering regulations governing the safeguarding of protected information.
Work Schedule: Full-Time, Monday - Friday, 7:30am - 4:00pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/29/2026.

Time-In-Grade Requirement : Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Serving as a supply chain management leader, responsible for ensuring the logistical requirements of an organization are met; planning/coordinating and evaluating various operations to ensure the effectiveness and efficiency of supply chain operations. Areas of knowledge and skill should include acquisition management, purchasing, transportation, distribution, inventory management and control, expendable and non-expendable equipment, and warehouse operations; experience assisting with budget formulation and forecasting of expenditures. At this level, candidates should possess experience in leading and/or managing a group with a variety of occupations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note : A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is primarily sedentary, but requires visits to warehouse and storage areas, loading docks and other facilities. Work is normally performed in an office setting that is adequately lighted, heated, and ventilated, and requires safe office practices.

Receiving Service Credit for Earning Annual (Vacation) Leave : Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
