This is a rare opportunity to lead legal strategy across three of PayPal’s most dynamic and high-growth business lines. Reporting to the EVP and Chief Legal Officer, this VP-level executive will lead a team of experienced product and regulatory lawyers supporting PayPal’s Consumer Financial Services, Credit, and Venmo businesses. The ideal candidate is a proven executive leader with deep expertise in consumer financial services law, credit and lending regulations, buy now pay later products, and the unique regulatory landscape of a high-scale consumer payments platform like Venmo. This leader must combine sophisticated legal judgment with strong business acumen to serve as a strategic advisor and trusted partner to senior business leadership. This executive must possess exceptional analytical and communication skills to influence business strategy at the highest levels, bringing technical depth, creativity, agility, and a track record of leading critical legal and business initiatives from concept through execution.Job Description: Leadership & StrategyLead a high-performing team of experienced product and regulatory lawyers supporting PayPal’s Consumer Financial Services, Credit, and Venmo product organizations.Serve as the primary legal advisor and strategic partner to the heads of CFS, Credit, and Venmo, providing executive-level counsel on business strategy, product development, and regulatory matters.Continue to develop and lead an agile, high-performing legal team with a culture of excellence, and collaboration.Develop and implement legal support models, guidelines, and templates that enable business partners to move quickly and with confidence.Manage outside counsel relationships and legal budget strategically across all relevant matters.Proactively identify, assess, and implement AI-based solutions to optimize workflows, accelerate reviews, and enhance team efficiency.Product & Regulatory CounselProvide timely, business-focused legal advice on product design and strategy across CFS, Credit, and Venmo product lines; proactively identify legal and regulatory risks and recommend pragmatic mitigation strategies.Lead legal support for the development and launch of consumer financial services and credit products, including buy now pay later, installment lending, consumer credit, and other financial service offerings.Lead legal support for Venmo product and feature development, including payments, social features, financial services integrations, and related marketing campaigns and commercial transactions.Advise on the full spectrum of applicable federal and state laws and regulations, including: EFTA/Reg. E, TILA/Reg. Z, FCRA/Reg. V, FACTA, GLBA/Reg. P, UDAAP, FDCPA, ECOA/Reg. B, SCRA, TCPA, CAN-SPAM, state money transmitter laws, the Remittance Transfer Rule, and other consumer protection and financial services laws.Advise on card network and ACH rules, app marketplace guidelines, and other applicable third-party policies.Review product experiences, marketing content, terms, disclosures, and related materials to ensure compliance with applicable laws.Engage strategically with federal and state regulatory bodies including the CFPB, FTC, CA DFPI, NY DFS, and others; support regulatory exams, internal audits, and third-party reviews.Monitor, analyze, and advise leadership on emerging legal and regulatory developments relevant to CFS, Credit, and Venmo.Develop a deep understanding of PayPal’s core businesses, markets, products, customers, and competitive environment to deliver forward-looking, high-quality legal advice.Cross-Functional PartnershipCollaborate closely with Legal, Risk and Compliance, Finance, and other cross-functional teams to drive business growth while managing legal risk.Participate actively with senior business leaders to plan and execute effective product and business strategies.Build trusted executive relationships with stakeholders across PayPal’s family of companies to enable the delivery of excellent, business-focused legal services at scale.Additional Responsibilities & Preferred Qualifications:RequiredJ.D. from an ABA-accredited law school; admitted to and in good standing with a state bar.15+ years of relevant legal experience, with substantial time in a senior executive or leadership role.Deep, demonstrable expertise in Consumer Financial Services (CFS), consumer and business credit and lending, and Venmo or an analogous high-scale consumer payments platform.Comprehensive knowledge of federal and state financial services laws and regulations, including: EFTA/Reg. E, TILA/Reg. Z, FCRA, GLBA, UDAAP, FDCPA, ECOA, SCRA, state money transmitter regulations, and guidance from the CFPB and FTC.Proven track record advising on legal and regulatory matters related to product development and launch in FinTech, banking, or financial services.Experience engaging directly with federal and state regulatory agencies.Demonstrated ability to build, lead, and inspire high-performing legal teams with an inclusive and collaborative culture.Exceptional executive communication and influencing skills, including the ability to advise senior leadership and translate complex legal issues into clear, actionable business guidance.Strong business judgment and the ability to balance legal risk with business opportunity in a fast-paced, high-growth environment.High personal standards of ethics and integrity, with the ability to act with discretion and strict confidentiality.Confident, empathetic leader who can empower team members to achieve at a consistently high level while maintaining strong stakeholder relationships.PreferredMBA or LLM.Familiarity with card network and ACH rules and applicable third-party policies (e.g., app marketplace guidelines).Experience with data privacy laws as they relate to financial institutions.Knowledge of buy now pay later (BNPL) and emerging consumer credit product structures.Executive-level experience in a large, matrixed FinTech or financial services organization.Subsidiary:PayPalTravel Percent:0-The base pay for this role will depend on where you work and the relevant experience and expertise you bring.
