As Senior Buyer , you'll run the full procurement cycle for a wide range of goods, services and construction. That means writing specifications, running competitive solicitations, chairing selection committees and helping departments manage their contracts.

This role is a strong fit if you

• Have 5+ years of government procurement experience
• Have run ITBs, RFPs and RFQs from start to finish
• Know the Florida Sunshine Law and public procurement rules
• Are detail-oriented, organized and comfortable juggling several deadlines at once
• Like advising others and improving how processes work

 Essential Functions 

Run solicitations from start to award

• Develop and manage solicitations, including ITB (Invitation to Bid), RFP, CMAR (Construction Manager at Risk), RFQ and RFQu (Request for Qualifications), along with compliance checklists
• Research, write and review specifications for clarity, accuracy and completeness
• Hold solicitation openings, pre-proposal conferences and procurement meetings in line with the Florida Sunshine Law
• Chair selection committees and help departments negotiate contracts
• Analyze competitive and informal solicitations, then write award recommendation letters for City Council

Purchase and manage contracts

• Process purchase requisitions, confirm funding is available, and issue purchase orders and contracts in line with state, local and City rules
• Find and use Florida State and other intergovernmental contracts
• Review sole source requests from departments
• Help departments monitor annual contracts and vendor performance, and keep the annual contracts list up to date
• Review small-dollar purchases and look for new suppliers and term contracts
• Take on unique and complex purchases and research assignments

Advise and improve

• Advise City departments and vendors on procurement policies and procedures
• Train staff and help resolve contract problems
• Stay current on changes to policies, regulations and laws
• Look for new ways to make purchasing more efficient and effective

Qualifications

• Bachelor's degree in business administration, contract management, procurement or a closely related field
  
  • Or substitute experience: 4 more years in place of the bachelor's degree, or 2 more years if you have an associate's degree
  
  
  
  
  
• 5 years of procurement experience with a government entity , covering construction, services, goods, materials and equipment
• Valid Florida Class E driver's license

What will make you stand out

• CPPB (Certified Professional Public Buyer) from UPPCC and/or CPP (Certified Procurement Professional) from NIGP. These are strongly preferred , and certifications from other accredited organizations may also be considered.
• Knowledge of CCNA (Consultants' Competitive Negotiation Act) and FEMA procurement regulations
• Experience with contract negotiation, vendor performance monitoring and supplier relationship management
• Experience with an ERP system and eSourcing portals such as IonWave
• Intermediate skills in Microsoft Word, Excel, PowerPoint and Outlook
• Strong analytical, writing and training skills
