SUPERVISING REAL PROPERTY SPECIALIST (NC)

Manages, supervises and coordinates the acquisition, relocation, disposition and property management of all real estate for MSDGC, whether those projects are funded by the City, State or Federal programs; coordinates assigned activities with other divisions, departments and outside agencies; and provides highly responsible and complex administrative support to legal counsel as needed. Knowledge o f: City, federal and state regulations related to the acquisition, relocation and management of real property. City, federal and state licensing laws related to brokers, sales agents and appraisers. Cincinnati Municipal Code as related to real estate issues. Board of County Commissioners legislation procedures. Professional organizations and information resources pertaining to real estate. Processes of appraisal and negotiation related to real property. Principles of municipal budget preparation and control. Principles of supervision, training and performance evaluation. Ability to : Manage and participate in the development and implementation of goals, objectives, policies, and priorities; recommend and implement resulting policies and procedures within city, state, and federal guidelines. interpret and implement established regulations related to city real estate projects. Communicate effectively, both orally and in writing. Review appraisals, negotiate and oversee acquisitions and lease terms and establish lease values. Review and analyze relocation cases to establish accurate payments to tenants and owners. Analyze and distribute work load to staff. Analyze and coordinate records information into assigned status reports. Use appropriate computer applications, including several databases. Select, supervise, train and evaluate staff. Interpret and explain City, state and federal real estate policies and procedures. Prepare clear and concise reports. Examples of Work Performed (Illustrative only. Assume management responsibility for assigned services and activities of the Right-of-Way Section of MSDGC; coordinate the organization, staffing and operational activities for the Right-of-Way Section of MSDGC. Manage and participate in the development and implementation of goals, objectives, policies and priorities; recommend and implement resulting policies and procedures within City, state and federal guidelines; interpret and implement established regulations related to City real estate projects. Identify opportunities for improving service delivery methods and procedures; identify resource needs; review with appropriate management staff; implement improvements. Plan, direct, coordinate and review the work plan for assigned services and activities; assign work activities and projects; monitor work flow; review and evaluate work products, methods and procedures; meet with staff to identify and resolve problems. Manage, coordinate and oversee all City-, County- state- and federal government-funded real estate projects for MSDGC; advise and consult with administrators, department heads and division heads on real estate projects. Oversee the management of City and County-owned properties under the jurisdiction of MSDGC; review and approve all appraisals on behalf of MSDGC. Prepare correspondence as assigned; respond for the City Manager (County Administrator) or City Solicitors (County Prosecutor) to Council (Board of County Commissioners) Motions and Referrals; respond verbally and in writing to complaints or concerns about real estate issues from citizens, City Council or Board of County Commissioners members, or others. Select, train, motivate and evaluate real estate personnel; provide or coordinate training, work with employees to correct deficiencies; implement disciplinary and termination procedures. Oversee and coordinate state and federal audits. Negotiate major transactions as necessary; review and approve all relocation payments to owners and tenants involved in acquisition or relocation projects. Oversee real estate records systems and related computer technology; upgrade software and hardware as appropriate. Oversee and participate in the development and administration of the annual budget for the Right-of-Way Section; participate in the forecast of funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; implement adjustments. Assist those contacted in the course of duty in an effective, efficient and professional manner. Perform related duties as assigned. Probationary Period Twelve months Supervision Exercised Exercises direct supervision over non-legal professional, technical and clerical staff. Five years' experience with the City of Cincinnati as a Senior Real Property Specialist. OR Five (5) years of professional experience (with compensation received on a fee or salary basis, not a brokerage basis involving a commission) in real estate services involving property acquisition, negotiation, relocation, or property management and a bachelor's degree in Real Estate, Business Administration, Public Administration, Law, or a closely related field. AND one of the following: Active, good-standing certification issued by the Ohio Department of Transportation (ODOT) as a pre-qualified Negotiator, Relocation Agent, Property Manager, or related certification as approved by the appointing authority; Professional certification issued by the International Right of Way Association (IRWA) (Senior Right of Way Professional [SR/WA] preferred; Right of Way Professional [RWP] may be accepted).

OTHER REQUIREMENTS

Required at the time of application, a minimum of 40 hours of classwork with curriculum approved by the Ohio Department of Commerce, or professional appraisal trade organization (ODOT or IRWA preferred). Certificates or CEU’s for all appraisal classwork is required to be submitted with application. Required education focused on appraisal preparation, appraisal review, and valuation combined with a working knowledge of key elements included in appraisal reports, such as the property's characteristics, market conditions, factors that influence value, and the appraisal process itself as required by the Uniform Standards for Professional Appraisal Practice (USPAP).

MILITARY EDUCATION & EXPERIENCE EVALUATION

Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations.
