BUSINESS SYSTEMS ENGINEERING/CONTENT/ITS SUPPORT

POSITION SUMMARY:

This is a highly responsible management position within the Information Technology Services Division. The Office of Information Technology Services (ITS) Business Systems Engineering (BSE) Bureau provides a variety of information system‑related services to the Florida Department of Law Enforcement (FDLE) and other criminal justice agencies that use its information systems. This position will supervise and lead a team within the Content Management section of BSE to accomplish the following goals: Facilitate IT requirement meetings; consult with customers; provide reliable and progressive information system solutions; and manage and support the agencies enterprise documents management system and content management system.

DUTIES & RESPONSIBILITIES:

Supervise personnel assigned to support the program through the complete life cycle of each system, application, and software product used by the program. This includes effective use of information technology, productivity tools, quality control processes, monitoring and reporting, and resource utilization. Consult with customers and conduct assessments to determine user needs and define system requirements. Consult with internal and external members of FDLE and other government agencies. Assist in the development of strategic and tactical information resource management plans. Analyze and resolve problems with production information systems. Conduct research and development in information technology to support the planning and enhancement of FDLE information systems. Alert management to system‑wide problem conditions that will significantly impact the program’s ability to carry out its mission. Demonstrate the ability to communicate effectively, verbally and in writing. Work efficiently in a team environment.

MINIMUM QUALIFICATIONS:

Two years or more of supervisory experience focused on the analysis, design, development, implementation, and management of enterprise software solutions. Or six years or more of professional experience as a developer in computer programming. NOTE: Data entry, intern (and university) work is excluded from computer programming years.

KNOWLEDGE, SKILLS & ABILITIES:

Knowledge of industry best practices in Information Systems Development Methodologies (ISDM). Knowledge of project management methodologies. Knowledge of automated tools for problem reporting and tracking. Knowledge of tools for development of electronic help software. Knowledge of MS Project and other MS Office software packages. Knowledge of asp.net, MVC, and Content Management Systems (CMS). Knowledge of SharePoint management. Knowledge of website and SEO best practices. Knowledge of best practices in software development, enterprise software support, information security, and project management. Strong project management and organizational skills.

BASE SALARY: $78,795.08

Starting salary will be the minimum of the class pay range, unless otherwise dictated by FDLE’s pay policy.
