Leasing Agent

Position

This position is responsible for performing duties related to leasing market and subsidized housing for CADA and any affiliated entities, including the Capitol Area Community Development Corporation (CACDC). Leasing agents assigned to Affordable will also be responsible for administering all aspects of affordable housing programs for CADA and/or the CACDC.

Essential Functions

Essential functions are listed in order of importance, beginning with "A."

When assigned to Market:

A Schedule appointments for interviews; show units to potential residents; make recommendations and implement marketing strategies designed to enhance occupancy.

B Process and verify rental applications of prospective resident; review pertinent data and evaluate for eligibility; contact employers, credit agencies and landlords to determine rental eligibility of applicants.

C Prepare, process and review rental agreement with new resident; execute signing of agreement; direct all move-in paperwork to proper sections within the agency; calculate and collect rent and security deposits; walk units with residents to perform move-in and move-out inspections.

D Assist with marketing efforts to lease apartments. Monitor lease renewals; follow-up as necessary. Collect data and prepare reports on the availability of units and occupancy rates for the agency's market rental units as directed. Coordinate with the maintenance division on scheduling available units for market readiness.

E Respond to resident and public inquiries in a courteous manner; provide information within the area of assignment; resolve complaints in a timely and efficient manner. Familiar with and sensitivity to ADA issues and circumstances.

F Process applications for parking, including preparation of lease; respond to resident parking concerns as required.

G Provide assistance with subsidized housing as needed.

H Perform record keeping activities for the rental division; create file codes and file accordingly.

I Obtain certifications as requested or required by the agency, including, but not limited to Fair Housing certification, and maintain certification(s), if applicable

J Other duties as assigned, including covering the Front Desk/Lobby when needed.

When assigned to Affordable :

A Schedule appointments for interviews; show units to potential residents. Review applications of potential residents and determine eligibility; process and record changes in the status of current residents; process applications with supporting documentation and determine rental rate; refer applicants and the general public to other housing programs as needed.

B Review and apply pertinent provisions of Calfha, HUD, HCD, RHCP, SHRA, and LIHTC rules and regulations. Familiar with and sensitivity to ADA issues and circumstances.

C Facilitate the move in and move out process of residents including the review of rental contracts and program policies, calculation of initial rent and security deposit, issuing of keys and determining prorates of rent. Walk units with residents to perform move-in and move-out inspections.

D Conduct the annual recertification and verify the continuing eligibility of residents of rent subsidy programs from CADA and/or any other affiliated entity, including the Capitol Area Community Development Corporation (CACDC); coordinate same with outside agencies. Facilitate communication between residents, CADA, any affiliated entities, including the CACDC, and outside regulatory agencies regarding the recertification process, change in rent, or change in eligibility. Participate in annual housing quality standards inspections of individual units; upon request of regulatory agencies, follow up on any abuse or neglect seen or suspected.

E Provide assistance in advertising the availability of the agency's subsidized apartments. Maintain records on the division's affordable housing unit goals; prepare monthly reports and correspondence as required; prepare and maintain accurate and detailed program files; ensure that regulatory agencies are paying correct rents.

F Respond to resident and public inquiries in a courteous manner; provide information within the area of assignment; resolve complaints in a timely and efficient manner.

G Keep supervisor apprised of problems regarding unit occupancy, production, program non-compliance, and other issues relative to fulfilling occupancy and program requirements.

H Respond to resident parking concerns as required.

I Provide assistance with market rate housing as needed.

J Obtain any certifications as requested or required by the agency, including but not limited to Fair Housing, Tax Credit, or LIHTC certification, and maintain certification(s), if applicable.

K Other duties as assigned, including covering the Front Desk/Lobby when needed.

Qualifications, Experience and Training Guidelines

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience

One year of customer service and/or administrative experience.

One year of experience in the areas of housing, apartment marketing and leasing and/or property management desirable.

Training

Equivalent to the completion of the twelfth grade.
