Program AnalystThe Appalachian Regional Commission (ARC) is an economic development entity of the federal government and 13 state governments focusing on 423 counties across the Appalachian Region. ARC's mission is to innovate, partner, and invest to build community capacity and strengthen economic growth in Appalachia to help the Region achieve socioeconomic parity with the nation. ARC's Communications team works to connect as many people as possible with ARC's grant opportunities, critical research, and inspiring success stories.ARC seeks a Program Analyst to work with the Critical Infrastructure Team. This role will be responsible for staff support for ARC's Goal 3: Building Appalachia's Infrastructure by establishing expertise in infrastructure development, coordinating infrastructure development activity within the region, and encouraging infrastructure investment to promote growth and development. Perform a broad range of tasks to facilitate local communities' development through strategic implementation of projects through grants and special initiatives. This is completed through issue area planning and coordination, program development, grant application review, and grants management. The incumbent is conversant in infrastructure issues and practices and related regulations and interprets and applies Commission policies and procedures related to management of ARC grants implemented under the Appalachian Regional Development Act (ARDA). Assignments include work associated with activities initiated by the thirteen states that comprise the Appalachian region and involves coordinating with federal administering agencies, state agencies, Local Development Districts (LDDs), grantees, local agencies, and throughout ARC. This position reports to the Division Director.Required Qualifications:Strong understanding of infrastructure development as an economic development strategy.Ability to manage range of projects from small planning grant to complex, multi-state infrastructure initiative.Solid experience in community economic development, with an emphasis on rural areas and an appreciation for barriers in rural areas and an ability to creatively pursue solutions suited to low-income rural areas.Demonstrated experience in one or more of the following areas: industrial site development, downtown/Main Street development, tourism development, outdoor recreation, renewable energy and power production development, broadband deployment, and brownfield development.Adept in the grants management processes and techniques consistent with sound business and industry practices including ability to monitor and administer assigned grants and develop specialized agreements for grants.Strong ability to facilitate diverse groups and individuals, including federal, state, and local partners, to advance their goals in a consultative and collaborative manner.Confidence with public speaking and experience with providing training and technical assistance to organizations in group and one-of-one settings.Ability to thrive in a collaborative environment; bring an energetic and innovative approach to work.Great Benefits: ARC offers a collaborative work environment and a competitive benefits package which includes health insurance, 401(k), paid time off, commuting subsidy, professional development, and teleworking.
