NEW Solutions connects experienced workers (ages 55+) with the U.S. Fish and Wildlife Service (FWS). These experienced professionals provide administrative, scientific, technical, and operational support to the U.S. Fish and Wildlife Service through the Experienced Services Program (ESP).

Positions listed here do not guarantee employment for any definite period. Enrollment in the Experienced Worker Programs administered by NEW Solutions is temporary. The enrollment relationship between NEW Solutions and the Enrollee is an ?at-will? relationship. This means that an Enrollee is free to terminate enrollment at any time during the enrollment period, and NEW Solutions and the Agency have the right to terminate the relationship with the Enrollee.

PLEASE NOTE: An ?Enrollee? is not a federal employee, nor an employee of NEW Solutions. An ?Enrollee? is a participant in a grant program established through a Cooperative Agreement funded by the agency and administered by NEW Solutions. This position is budgeted for 550 hours.

Qualifications:

BA/BS Degree with minimum additional experience of 5 year(s) in instructional system design

Duties:

The position serves as a course leader for a project focused on bats and bridges. The course leader will develop training, assist on new course design teams, update course materials for existing courses, support administration of relevant vendor contracts, and be active participants with the LECOS development team.

• Designs, develops, implements, and evaluates online learning products and performance support resources using the ADDIE Instructional Systems Design Model to address Service-wide technical training needs related to bat conservation and transportation infrastructure. Collaborates with subject matter experts to conduct training needs analyses and translate complex biological, ecological, and regulatory information into engaging, learner-centered instructional materials that improve employee knowledge and on-the-job performance. The incumbent serves as the instructional systems designer for Learning Experience and Competency Online System (LECOS) modules and other technology-enhanced learning solutions addressing topics such as bat ecology, bridge assessment methodologies, bat species identification, sampling and monitoring techniques, applicable laws and policies, and management actions that minimize impacts to bats during bridge inspection, maintenance, repair, and replacement activities. This position requires expertise in adult learning principles, instructional systems design methodologies, online learning technologies, curriculum development, assessment strategies, and evaluation techniques to create effective asynchronous learning experiences. The incumbent collaborates closely with biologists, engineers, transportation specialists, and other technical experts to analyze performance requirements, organize scientific and technical content into competency-based learning experiences, and develop instructional materials that are technically accurate, accessible, and aligned with agency standards. Responsibilities include developing instructional design plans; creating storyboards, learner activities, assessments, graphics, and multimedia content; implementing blended and online learning strategies; conducting quality assurance and quality control reviews of instructional products; incorporating learner and stakeholder feedback into continuous improvements; tracking project schedules and deliverables; facilitating collaboration among multidisciplinary project teams; and ensuring instructional products meet established timelines, accessibility requirements, and quality standards. The incumbent is responsible for making both routine and substantive updates to learning products as scientific knowledge, management guidance, regulations, and best management practices evolve to maintain technical accuracy, instructional effectiveness, and operational relevance. 100%
