Liquor Control Director (Consumer Protection Division Director)

Introduction The State of Connecticut, Department of Consumer Protection (DCP) is accepting applications from current agency employees for a Liquor Control Director (Consumer Protector Division Director) located in Hartford, CT. Position Highlights First Shift Full Time, 40 hours per week Monday - Friday (may include some nights and weekends) Location: 450 Columbus Boulevard, Hartford Hybrid schedules (office/telework) may be available Professional growth and development opportunities A healthy work/life balance The Role The Liquor Control Director oversees compliance and enforcement of all laws and regulations concerning the sale, distribution, and licensing of liquor within Connecticut. The Director directs programs and establishes policies of the Liquor Control Division while administering the Liquor Control Act to ensure uniform licensing and enforcement. Duties include training, supervising, and assigning work. Responsibilities Direct staff and operations of the division Coordinate, plan, and manage division activities Formulate program goals and objectives Assist in development of related policy Interpret and administer pertinent laws Evaluate staff Prepare or assist in preparation of division budget Maintain contacts with individuals within and outside the division that might impact program activities Prepare proposed legislation and regulations Establish and administer uniform statutory and regulatory enforcement policies and procedures Represent the department on various boards, commissions, and task forces dealing with public policy issues Prepare and deliver testimony before legislative committees Identify potential opportunities, challenges, and risks facing consumers, licensees, and regulated markets and develop measures to mitigate such risks Participate in public education and outreach activities Direct development and dissemination of information for media Develop and implement in‑service training programs Direct preparation of cases for hearings and court Prepare correspondence and reports Lead recruitment and hiring of staff, including outreach, interview, and selection Direct programs and operations related to licensing of businesses, professional, and occupational trades Direct programs related to licensing of businesses and permitting of entities involved with legalized gambling activities Direct programs related to production and sale of food products, including regulation of product safety and standards Direct programs related to distribution, sale, and dispensing of alcoholic liquor Develop and execute programs involving the examination and resolution of unfair trade practice consumer complaints Coordinate administration of examinations Perform related duties as required Knowledge, Skill, and Ability Extensive knowledge of relevant state and federal laws, statutes, regulations, policies, and procedures Ability to apply management principles and practices Strong reasoning skills in principles and methods of investigation, inspection, and hearing procedures Excellent interpersonal skills Excellent oral and written communication skills Minimum Qualifications - General Experience Ten (10) years of experience in consumer protection laws and regulations or gaming laws and regulations performing duties in regulation monitoring, policy enforcement, issuance of licenses, inspection, auditing, or investigation. Minimum Qualifications - Special Experience Two (2) of the General Experience years must have been in a supervisory capacity. Minimum Qualifications - Substitutions Allowed College training may be substituted for General Experience on the basis of fifteen (15) semester hours equaling one half (½) year of experience, up to a maximum of four (4) years for a Bachelor's degree. A Master’s degree in a closely related field may be substituted for one (1) additional year of General Experience.
