Exempt Assistant Youth Rehabilitation Institutional Superintendent

Summary Statement The class incumbent administers security programs and manages all administrative support functions within the facility. Direct supervision of a staff of 6-8 (Nurse Supervisor, Food Service Director, Maintenance Supervisor, Volunteer Services Administrator, Supervisor of Supply/Warehouse/Purchasing, Youth Rehabilitation Treatment Supervisors). Essential Functions Plans, directs, monitors, and evaluates the effectiveness of the institution’s residential, transportation, and security programs, makes recommendations for new or revised policies, and directs implementation upon approval. Manages all support functions (medical, food services, maintenance, or supplies) for the facility. Develops and manages the budget and fiscal activities of each support unit. Participates in the planning and development of programs for the care, custody, and treatment of youth within the facility. Oversees individual client case processing, group programming, and all operational procedures for specialized treatment programs. Plans, assigns, reviews, and evaluates subordinate staff. Provides program evaluation, monitoring, planning, and consultation, and serves as administrative liaison with specialized contracted programs (Grace and Snowden Cottages). Maintains and prepares a variety of reports. Job Requirements Possession of a bachelor’s degree or higher in Behavioral Science, Social Science, Business Administration, or a related field. At least six months of experience in health or human services work, applying theories, principles, and practices that assist individuals, families, or communities. At least six months of experience in health or human services program administration, overseeing development, implementation, and evaluation of programs and services, and establishing short‑ and long‑range program goals. At least six months of experience developing policies and procedures. At least six months of experience in staff supervision, including planning, assigning, reviewing, and evaluating the work of others. Knowledge of budget management and control, including managing and monitoring a budget within the limits of available appropriations and revenue.
