Program Specialist - Environmental Services

The City of Pleasanton is seeking a motivated Program Specialist to join our Environmental Services Division and help support programs that protect the community, local waterways, and the environment. We're Looking for Someone Who Is Motivated, detail-oriented, and eager to support environmental compliance programs Comfortable balancing field inspections, technical documentation, reporting, and database tracking A strong communicator who can work collaboratively with City staff, public agencies, vendors, contractors, and the public Organized and capable of managing multiple regulatory deadlines, inspections, and compliance records Adaptable and willing to develop broad knowledge across several environmental regulatory areas In This Role, You Will Conduct weekly inspections of hazardous waste accumulation areas at the Operations Services Center Corporation Yard to ensure compliance with applicable federal, state, and local regulations Monitor, track, and coordinate proper disposal of hazardous waste generated at City facilities and properties Maintain hazardous waste documentation, including manifests, records, and information in applicable regulatory systems Conduct and document monthly Spill Prevention, Control, and Countermeasure inspections for aboveground and underground storage tank facilities Coordinate Underground Storage Tank compliance activities, including inspections, testing, contractor scheduling, documentation review, and deficiency follow-up Update and maintain compliance information in systems such as CERS, tracking spreadsheets, physical compliance binders, and City databases Support annual Hazardous Materials Business Plan updates for City facilities, including site map review, contact updates, and chemical inventory verification Perform On Land Visual Trash Assessments in support of the City’s stormwater permit compliance requirements Track air emissions permit information for City facility generators and coordinating reporting information with appropriate City staff Maintain accurate records of inspections, compliance activities, regulatory deadlines, and reporting requirements A Few Reasons You'll Love Working With Us You will make a tangible and visible environmental impact by helping reduce pollution and protect local waterways Your work will directly support public health, environmental protection, and regulatory compliance across City facilities You will build strong working relationships with staff across City departments, public agencies, vendors, and community members You will gain experience across a broad range of environmental regulatory programs, offering variety and professional growth You will be part of a small, close-knit division where your work is meaningful, visible, and valued A Few Challenges You Might Face Balancing field inspections with office-based reporting, documentation, and regulatory tracking Managing multiple compliance areas, deadlines, databases, and inspection schedules at the same timeCommunicating regulatory requirements to City staff, businesses, agencies, or members of the public who may have different perspectives on compliance priorities Raising and resolving compliance concerns in a professional and collaborative manner The Ideal Candidate Will Be Knowledgeable about environmental regulations, pollution prevention practices, environmental inspections, and compliance monitoring Experienced with technical recordkeeping, documentation, and regulatory reporting Comfortable using technology and applications such as Field Maps, GIS, Excel, work order systems, and compliance databases A quick learner who can adapt to new systems, procedures, and regulatory requirements An effective communicator with strong customer service skills and the ability to explain regulatory requirements clearly and professionally Highly organized, accurate, and detail-oriented in conducting inspections, tracking records, and maintaining compliance documentation Collaborative, dependable, and able to work both independently and as part of a team Interested in serving the community while helping protect the environment and City operations #J-18808-Ljbffr City of Pleasanton, CA
