Human Resources Specialist (Human Resource Development).

Responsibilities Design and manage HR training programs with Title 5 recruitment and placement activities. Review and analyze new policies, directives, and decisions that affect HR training and leader development programs. Identify competency requirements based on regulation and policy changes to develop and/or revise current and future training for HR professionals. Collaborate with HR staff, support services, payroll offices, supervisors, Defense Finance Accounting System, and VA Central Office Human Resources Information Systems to deliver training. Audit recruitment case files for compliance and prepare reports of findings to initiate corrective action that may result in establishment of agency policy. Plan, develop, and implement new or modified trainings and development for HR program requirements as a result of new laws and initiatives. Analyze personnel data to evaluate current and future workforce training and development needs. Design training and development surveys to assist in determining training and development needs and analyzing effectiveness for HR personnel. Partner with other HR staff, government agencies, civilian educational institutions, and industrial firms to locate and utilize resources to meet identified training needs. Communicate in writing to develop HR training materials in different formats and respond to various inquiries. Deliver training presentations and briefings. Utilize various automated HR systems and office products to deliver trainings. Work Schedule Full time, Monday through Friday, between the hours of 6 am and 6 pm. Compressed/Flexible available. Telework available. Virtual: Current HRC Baltimore staff with an out‑based duty location will continue to report to their current approved duty location upon selection. Promotion Potential The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS‑13. Probationary period may be required if not previously completed in a Federal position. Must be a U.S. Citizen. Selective Service registration required for males born after 12/31/1959. Subject to background/security investigation. Selected applicants will be required to complete an online onboarding process. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement: 06/16/2026. Time‑in‑Grade Requirement For a GS‑12 position must have served 52 weeks at the GS‑11 level. For a GS‑13 position must have served 52 weeks at the GS‑12 level. Applicants must submit an SF‑50 showing time‑in‑grade eligibility. Basic Requirement The position can be qualified through one of the following methods: Method1 – Merit‑Based: One year of specialized experience requiring knowledge of and/or skill in applying basic HR concepts, laws, principles, policies, methods, practices and/or HR systems equivalent to at least the GS‑4 level. Method2 – Education‑Based: Successful completion of a bachelor’s degree (or higher). Method3 – Training‑Based: Completion of at least one of the following: Training1 – At least 12 credit hours of college‑level coursework in HR or related fields. Training2 – At least four formal HR training courses in related areas offered through VA or recognized external organizations. Training3 – A formal certificate program in an HR or related area from an accredited provider. Training4 – Current professional HR certification from a nationally recognized association. Specialized Experience Applicants may qualify based on experience and/or education. In addition to meeting basic requirements, one of the following criteria must be satisfied: GS‑12 One year of specialized experience equivalent to at least GS‑11, or Graduate‑level degree or higher plus three years of progressive specialized experience equivalent to at least GS‑09. Criteria1 – Graduate degree or higher and three years of progressive specialized experience at the GS‑09 level. Criteria2 – Specialized experience equivalent to at least GS‑11. GS‑13 One year of specialized experience equivalent to at least GS‑12, or Graduate‑level degree or higher plus three years of progressive specialized experience equivalent to at least GS‑11. Criteria1 – Graduate degree or higher and three years of progressive specialized experience at the GS‑11 level. Criteria2 – Specialized experience equivalent to at least GS‑12. Volunteer Experience Volunteer work through National Service programs and other organizations is considered qualifying experience and may be credited. Full vs. Part‑Time Employment Full‑time employment is at least 35 hours per week. Part‑time experience will be credited on a pro‑rated basis; when including part‑time employment in your resume you must specify the average hours worked per week.
