HR Coordinator

The Municipal Police Training Committee (MPTC) is a state agency within the Executive Office of Public Safety and Security (EOPSS). The MPTC’s mandate and mission is to set the police training standards for all law enforcement officers certified by the Massachusetts Peace Officer Standards and Training Commission (“POST”), and to develop, deliver, and maintain a record of that training for over 23,000 police officers (municipal, MBTA, environmental, campus, hospitals), deputy sheriffs, harbormasters, constables, and other statutorily defined personnel who perform police duties and functions in the Commonwealth. These responsibilities are to be carried out in a way that ensures high quality, standardized, community-oriented training. The MPTC’s training programs include a comprehensive, 800-hour basic recruit training program for new police officers, statutorily required annual in-service training programs, and specialized training programs. The MPTC’s academies work closely with the local municipal police departments in their respective regions and are responsive to regional training needs and requirements. The MPTC operates 7 regional academies and oversees 10 authorized academies across the Commonwealth. The MPTC is looking for an HR Coordinator to play a key role in supporting the day-to-day operations of the agency’s HR Department. This position will be responsible for administering payroll, time and attendance, HRIS data management, benefits administration, employment verification, recruitment support and managing portions of the performance management cycle. In addition, the HR Coordinator will manage the administrative process associated with the MPTC’s workforce on contract instructors. Duties and Responsibilities: Payroll/Benefits * Ensures payroll operation is performed in accordance with Bargaining Unit agreements, Internal Revenue Service, Social Security Administration, Department of Revenue, Fair Labor Standards Act rules and regulations, the Office of the Comptroller's Payroll policy and procedures and MPTC’s Internal Control Policy. * Manage and resolve time and attendance exceptions for employees. * Calculate and process payroll adjustments related to retroactive pay, collective bargaining agreements, promotion, demotions, reclassifications, travel reimbursements and other personnel actions. * Responsible for auditing biweekly payroll for accuracy and completeness. * Partner with MPTC Fiscal team in processing and reconciling payroll to include employee reimbursements. * Maintaining leave balances. * Performing data entry of new hires, transfers, promotions, terminations, updates and maintains current data of all employees in the HR/CMS system. * Processing employment and unemployment verifications. * Attending all Payroll Users Group meetings, training sessions and informational seminars. Performance Management: * Serves as Employee Performance Review System (EPRS) Coordinator. * Responsible for notifying managers of Planning, Progress and Final stages of EPRS deadlines and monitoring timely completion of performance evaluations. * Serves as back up MassAcheive Coordinator. Monitors annual required trainings compliance for new hires and full-time employees. Contract Employee Management: * Manage the administrative lifecycle of the MPTC Contract Instructor including hiring, onboarding, payroll processing and offboarding. * Track and manage instructor contract submissions to ensure timely processing. * Audit and monitor Instructor Sign-In webform and timesheet submissions for accuracy and compliance. * Process all contract instructor hires in HR/CMS. * Serve as primary liaison with the Training Bureau to support instructor hiring initiatives. HR Administration: * Coordinate and facilitate new hire orientation to ensure a smooth onboarding experience. * Support the recruitment and hiring activities by scheduling interviews, conducting reference checks, processing CORI requests and preparing hiring documentation. * Maintain employee personnel records. * Responds to internal and external HR inquiries by providing timely, accurate and professional customer service. * Assists with ad-hoc HR projects and initiatives as assigned. * Other duties as assigned to support HR operations of the MPTC. Preferred Qualifications: * Knowledge of human resources processes and best practices. * Meticulous attention to detail. * Experience in HRIS systems. * Strong interpersonal and communication skills. * Ability to handle confidential matters. * 2-4 years HR experience. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full-time or equivalent part-time, professional or paraprofessional experience in personnel work, the major duties of which included classification, staffing, job analysis and/or job evaluation, (B) of which at least one year must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below. Substitutions: I. An Associate's degree may be substituted for a maximum of 1 year of the required (A) experience.* II. A Bachelor's degree higher may be substituted for a maximum of two years of the required (A) experience. **Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. NOTE: No substitution will be allowed for the required (B) experience.
