OPPORTUNITY IN THE OFFICE OF VIOLENCE PREVENTION

The Office of Violence Prevention currently has one vacancy. The incumbent will work a 9/80 work week: 7:30 am to 5:30 pm Mondays through Thursdays; 8:00 am to 5:00 pm Fridays, with alternate Fridays off. Only those applicants who best fit the needs of the City will be referred to the hiring department. This is a full-time, At-Will (Unclassified/Unrepresented) position . Applicants who fail to fully complete the on-line application/supplemental questionnaire will be subject to rejection. Supplemental questions are REQUIRED to be considered for this position.

Prior to appointment, eligible candidates will be required to submit to and successfully pass a background investigation, which will include fingerprinting.

Under the direction of the Office of Violence Prevention Manager, plans, organizes, and coordinates work schedules and provides day-to-day supervision to Outreach Workers supporting programs of the Office of Violence Prevention, including but not limited to Operation Ceasefire and the Peacekeeper Program. Primary responsibilities include providing intervention and mediation services/activities to defuse and/or divert any immediate crises.

CLASS CHARACTERISTICS
This class provides leadership and general guidance for Office of Violence Prevention Outreach Workers who work in multiple field settings, including schools, neighborhoods, parks, jails, and other public places to assist in reducing gang-related violence and/or youth related violence prevention.
PRINCIPAL DUTIES (Illustrative Only)
• Supervises the daily activities of assigned Outreach Worker (Peacekeeper) staff; plans, organizes, directs, reviews, and evaluates staff work.
• Sets work priorities and coordinates assignments of Outreach Workers (Peacekeeper) staff in collaboration with the Office of Violence Prevention Director.
• Supervises the case management of outreach workers, holds case conferences, and ensures focus on very highest-risk clients.
• Manages clients with complex needs and/or who are volatile.
• Supervises and participates in mediating intergroup conflicts to resolve community tensions.
• Organizes responses to shootings and increase visibility when shootings/killings take place (e.g., developing networks with other outreach program workers to coordinate an inclusive and strategic response)
• Assesses the causes of shootings/killings to assist in mediating situations and preventing retaliation between individuals and groups (e.g., working with the community, outreach programs, and local law enforcement to gain information that may help avoid additional killings) and provide documentation.
• Identifies and helps outreach staff diffuse "hot spots" for shootings and violence and document incidents of conflict mediation.
• Works closely with the Office of Violence Prevention Director to oversee outreach worker expenditures.
• In collaboration with the Office of Violence Prevention Director, coordinates and facilitates weekly Outreach Worker (Peacekeeper) staff meetings.
• Monitors and maintains appropriate records on participants and program success measurements.
• Oversees the training of outreach staff, including administrative work and fieldwork.

QUALIFICATIONS
Education/Experience:


Possession of an Associate of Arts degree or completion of sixty (60) semester units or equivalent quarter hours from an accredited college or university with major course work in in counseling, social services, or a related field and four (4) years of employment experience working with at-risk youth or adults, which has included training and experience in mediation, conflict resolution, gang intervention and/or related areas, with at least two (2) years of management, supervisory or lead experience. Previous work experience with at-risk youth or other vulnerable populations, which has demonstrated the knowledge and skills outlined above may be substituted for the educational requirements on a year-for-year basis up to a maximum of one (1) year.
Other Requirements:
  • Must possess a valid California Class "C" driver's license.
  • Must be able to pass a background investigation.
  • Must possess training and experience in mediation, conflict resolution, and related topics.
Knowledge of:
  • Techniques and strategies for working with gang-involved individuals, including evidence based best practices in gang intervention and harm reduction;
  • Techniques for establishing positive relationships with at-risk youth, gang-prone, and/or gang-involved individuals;
  • Principles and practices of team leadership to enable Outreach Workers to maximize their potential as community leaders, including communication facilitating meeting management, etc.;
  • Cultural diversity and related issues as they are experienced in a professional setting and on the street by youth at risk of violence;
  • Basic supervisory principles and practices;
  • Safety practices and procedures related to the work.
Skill in:
  • Street outreach and/or gang intervention case management;
  • Inspiring enthusiasm for the importance of staff development and the development of leadership capacity;
  • Understanding and following written and oral directions;
  • Communicating clearly and concisely, both orally and in writing;
  • Establishing and maintaining positive relationships with at-risk youth, gang-prone, and/or gang-involved individuals.
Physical/Mental Abilities:
  • Mobility - Frequently sitting and bending for long periods of time; occasional walking, squatting, climbing, kneeling, crawling and twisting;
  • Lifting - Occasional lifting of 25 pounds or less;
  • Vision - Ability to read normal and fine print; PC screens and information displayed on a visual display terminal;
  • Dexterity - Constant Typing, repetitive motion and writing; occasional grasping, fine manipulation, pushing & pulling and reaching;
  • Hearing/Talking - Ability to understand normal conversation and over the telephone; frequent exposure to noise;
  • Special Requirements - Occasional need to work evenings, nights and/or weekends;
  • Emotional/Psychological - Constant concentration, decision making, public contact, exercise sound judgment, especially under stressful situations; and working alone;
  • Environmental Conditions - Occasional exposure to noise, outdoor conditions, hazardous materials, i.e., dust, gas, smoke, fumes, poor ventilation; and
  • Working Conditions - Combination of duties performed in an office environment which is typically moderately quiet, but may be loud at times and at some locations, and performed in the field.

Education Requirement: The Outreach Supervisor requires education from an accredited college or university with major coursework in counseling, social services, or a related field.
