Health System Specialist - Facility Systems Redesign Specialist

The primary purpose of this position is to implement a Performance Improvement program at the Health Care System level. The position is responsible for delivering Performance Improvement techniques to a broad array of programs and services throughout the Medical Center, including Lean, Six Sigma, Coaching, Project Management, and Training. It also involves advising leadership in the formulation of planning complex facility-wide Strategic Plans and facility-wide projects. Qualifications This position requires: Education: Undergraduate or graduate study in hospital administration, public health administration, or related fields such as business or public administration with coursework in health care administration. A copy of the transcript is required. Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. Experience may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of missions, organizational programs, regulations, standards, and government-wide, agency, and facility systems and requirements in areas such as budget, personnel, and procurement. In-service Placement: Successful completion of an agency-sponsored on-the-job training program that included a formal individualized training plan, conducted in an operating health care system, and consisted of assignments that provided knowledge of basic health system administration philosophies, practical application of health system administration skills, and oversight by an experienced administrator with periodic evaluation. GS-11 Grade Determination One year of specialized experience equivalent to the GS-09 grade level, or Specialized experience that includes defining project scope, creating designs of experiment, identifying metrics, and conducting extensive data analysis and background research. Education Alternative for GS-11: Successfully completed a Ph.D. or equivalent doctoral degree, or Three full years of progressively higher level graduate education leading to such a degree, or LL.M. in a related field. GS-12 Grade Determination One full year of specialized experience equivalent to GS-11 level, with responsibilities as project lead for healthcare and operational improvement projects across the medical center, creation of experiment designs, and incorporation of recommendations for problem resolution. Preferred Experience Graduate degree in a health-related or business field. Green Belt Six Sigma required, Black Belt Lean Six Sigma preferred. Three or more years of experience in leading performance improvement/system redesign methodology and tools (e.g., Lean, Six Sigma, 5S, PDCA, RPIW) within an acute hospital setting. Comprehensive knowledge of healthcare Lean/Systems redesign, including the use of standardized tools to identify system design problems and prepare studies for facility leadership. Knowledge of hospital operations, policies and procedures, VA regulations, and clinical practice guidelines for data collection and performance improvement. Excellent communication skills, including the ability to listen, write with clarity, speak effectively to small and large groups, and prepare presentations for all organizational levels.
