If so, CalRecycle is seeking an Program Technician II (Permanent/Full Time) that will champion projects throughout California by providing financial assistance in the form of grants. Funded projects include infrastructure, personnel costs, and education/outreach.
Under close supervision of the Supervisor I, the Program Technician II (Permanent/Full Time) will provide assistance and support to Branch staff with administration of the various grant and payment programs within the Financial Resources Section 2, Grants and Payments Units including, but not limited to the following: Local Conservation Corps, Local Enforcement Agency, and Tire Enforcement Agency, Waste Tire Amnesty and Waste Tire Clean-up grants. The incumbent will review, organize and process forms, files, and related work of a semi-technical nature associated with the Department's grant and payment programs.
Performing the duties of this position will require internal and external stakeholder engagement to assist in monitoring grant projects. The Program Technician II will actively participate in a team environment to continually improve all programs.
Primary Duties include but are not limited to: Assist in analyzing economic and statistical data for program tracking and evaluation. Verify and summarize payment requests, complete invoice checklists, maintain Teams Invoice Tracker and Invoice Archive, organize and bookmark reimbursement request backup, proof of payment, and supporting documentation reviewing for accuracy and completeness. Assist the Grant Managers with initial review of grant documents; review progress and final reports for completeness and content; and closeout of grant projects. Respond to general payment and grant cycle-related questions from applicants/recipients. Process applications, maintain the Grants Management System (GMS) or similar databases. Prepare and assist in the review of grant status reports and payment program expenditure reports via spreadsheets and database queries. Review grant applications for completeness. Assist with reviewing and compiling Local Conservation Corps (LCC) Advance packages. Conduct biannual review and reconciliation of LCC Budget Workbooks, Accounting Logs and GMS to ensure that all three data sources are balanced. Create fact sheets for successful/model grant projects. Assist in developing and analyzing stakeholder surveys. Provide technical maintenance of program files and compliance with grant terms and conditions. Provide Americans with Disabilities Act (ADA) review and needed ADA adjustments to Microsoft Word, Microsoft Excel and Adobe PDF documents in preparation for publishing in support of all Unit Staff.

Beginning July 1, 2026, CalRecycle staff will be office centered, requiring employees to report to the office at least four days per week. This position may be eligible for hybrid telework under Government Code 14200, subject to the candidate meeting telework eligibility criteria set forth in the CalEPA telework policy and/or future program needs. Employees not residing in California are not eligible for telework. Regardless of telework eligibility, all employees may be required to report to the positions designated headquarter location, as reflected on the duty statement and at their own expense.
