Job Title: Communications Shift Supervisor Location: Lapeer, MI 48446 Position Type: Full Time Education: High School Graduation (or equivalent) Salary Range: $24.93 - $35.57 per hour General Summary Under the supervision of the Executive Director and Deputy Director, functions as a working supervisor of Communications Specialists on an assigned shift. Oversees all dispatch operations on a shift and assists in resolving operational problems. Ensures compliance with all dispatch regulations and policies. Regularly performs all of the functions of a communications specialist, including receiving calls and dispatching law enforcement officers, fire departments, and emergency medical services throughout the County; maintaining radio communications with patrol units; operating a LEIN terminal; and searching and providing necessary information to officers. Essential Functions Communications Specialist Functions (≈55%) Receive calls for emergency police services, collect necessary information, determine priority, and dispatch appropriate units. Receive calls for emergency fire and ambulance services, dispatch to appropriate departments. Operate a Computer Aided Dispatch system and related telecommunications equipment, dispatch units by priority, availability, and location, and communicate with field units using proper terminology. Maintain callers on phone to provide status information, give pre-arrival medical instructions, and stabilize emergency situations. Maintain knowledge of local roads, hospitals, schools, and other landmarks that affect routing. Monitor movement of all officers and maintain awareness of their locations. Assist personnel by making telephone calls to obtain information and call utility companies, wreckers, and others. Dispatch specialized response teams as needed, handle texts/Rapid SOS notifications, and dispatch fire departments and officers while maintaining status. Operate a LEIN computer terminal to obtain information on subjects, vehicles, and relay to officers. Answer non-emergency telephone lines and respond to inquiries. Personnel Management & Training (≈15%) Supervise Communications Specialists, assign work, monitor performance, coach employees, document performance, conduct evaluations, recommend corrective action, and ensure compliance with policy and collective bargaining agreements. Make work assignments and respond to operational questions on the shift. Assume command responsibility in absence of executive leadership. Train staff on CAD system changes and upgrades; conduct training and update manuals. Provide LEIN operator training to new hires and refresher training to existing staff. Quality Assurance & Records (≈20%) Maintain records and activity summaries for the shift. Review, evaluate, and supervise data entry into LEIN/NCIC. Provide address discrepancy information to ensure accuracy of the address file. Review recordings for complaints and other purposes. Evaluate employee performance through QA reviews of a minimum of ten calls per specialist per month; identify training deficiencies, develop action plans, and monitor improvement. Supervisory Administrative Functions (≈10%) Assist with or participate in supervisory administrative duties such as supervisor meetings, payroll, staffing levels, overtime authorization, policy reviews, and training activities. Ensure proper operation of all center equipment and perform troubleshooting or notify the Systems Administrator as needed. Emergency & Multi-Agency Coordination (≈5%) Coordinate dispatch efforts during emergency situations, including activating special response teams and coordinating multi-agency activity. Public & Agency Relations (≈5%) Respond to complaints from agencies or the public and resolve or refer to leadership. Build and maintain rapport with the general public and user agencies. Qualifications Employment Qualifications Education: High school graduation or equivalent experience. Experience: Five (5) years of full-time experience equivalent to that of a Communications Specialist. Knowledge, Skills, and Abilities Knowledge Dispatch Operations: Knowledge of CAD systems and associated databases. LEIN/NCIC: Knowledge of LEIN system and dissemination over radio. Telecommunications: Knowledge of phone systems, mapping, and AVL systems; skilled in using mapping systems. Public Safety Radio: Knowledge of Public Safety Radio systems and FCC rules. Emergency Medical Dispatch: Knowledge of providing EMD instructions using EMD card set/ProQA. Legal, Fire, and Medical Terminology: Knowledge of terminology sufficient to process and communicate information. Policy and Procedure: Knowledge of LCCD policies and procedures for Police, Fire, and EMS operations. Human Resources Law: Knowledge of HR laws and regulations for employee matters. Labor Relations: Knowledge of collective bargaining agreements and union contract provisions. Skills Typing: Minimum 35 WPM. Written Communication: Ability to produce clear, accurate written records. Decision-Making Under Pressure: Ability to assess rapidly evolving situations and make sound decisions. Supervisory Skill: Ability to direct shift operations, assign work, and hold staff accountable. Stress Management: Ability to perform effectively under sustained operational stress. Abilities Calm Under Pressure / Legal Compliance: Ability to remain calm and lead staff during emergencies. Interpersonal Relations: Ability to build rapport and maintain cooperation among staff, agencies, and the public. Adaptability: Ability to work varying shifts in a 24‑hour operation, up to 16 hours per day. Other Requirements Upon employment, must complete LEIN operator training within 6 months of hire. Must meet typing requirements. Must complete all required agency training certifications as specified by the Executive Director and applicable Michigan requirements. FLSA Status Non‑exempt Physical Requirements Ability to withstand prolonged periods of sitting. Ability to operate radio, telephone, and other telecommunications equipment. Ability to enter and retrieve information from a computer terminal. Ability to bend, stoop, and reach to operate and maintain equipment. Ability to make quick decisions in critical situations. Working Conditions Works in a dispatch center with radio, phone, and telecommunication equipment for prolonged periods.
