Human Resource Officer

Join the Hawaii State Department of Education in Kaneohe, onsite, to lead and coordinate human resources support for Windward District administrators in the Kailua-Kalaheo and Castle-Kahuku Complex Areas. You will be the primary contact for investigations or legal matters related to personnel and educational issues, and you will provide advisory, development, and planning support to complex-area staff. Responsibilities Lead and coordinate HR support for Windward District school administrators across the Kailua-Kalaheo and Castle-Kahuku Complex Areas; serve as the primary contact for investigations or legal matters related to personnel and educational issues; conduct investigations, fact finding, draft correspondence or reports, and provide technical guidance to inform decisions. Offer advisory, consulting, facilitation, and mediation services to CAS and school administrators; field public or internal inquiries about legal or contractual concerns; analyze issues and present recommendations to resolve matters at the lowest feasible level. Plan, coordinate, and deliver professional development and leadership activities for district administrators and other Complex Area personnel; support HR development initiatives that help schools develop, maintain, and operationalize their visions. Serve as a liaison to state office resources; identify and coordinate resources across schools and complexes; facilitate short and long term strategic planning and implement complex-wide plans. Assist and support school administrators to ensure compliance with federal and state mandates as directed. Perform other related duties as assigned. Requirements Education: Bachelor's degree in business administration with specialization in human resource management, or with specialization in management including coursework in personnel administration and industrial relations. Experience: Four (4) years of responsible professional work in one or more areas of human resource management, with at least one year in an education program, agency, or system. Knowledge: Personnel administration; leadership and group dynamics; organizational change and effectiveness; labor problems; business statistics; principles and practices relevant to the assignment such as collective bargaining and dispute settlement; laws, rules, regulations, and administrative procedures. Ability: Provide analytical and technical services in human resource management; communicate effectively in writing and orally; operate computers and other business machines. Benefits Salary range EOSR-7, $114,820 to $162,535. Department of Education certificated employees will be placed on the salary range in accordance with Department regulations; all other applicants will be placed on the first step of $114,820. Placement above the initial step will consider special characteristics and critical needs of the position, exceptional qualifications, fund availability, and other relevant factors, and may require prior approval. Work year and benefits This is a 12-month appointment with vacation and sick leave provided per applicable regulations. Website: Educational Officer Contractual Agreement: Priority for appointments shall be given to qualified and tenured educational officers in that class who wish to move to this position through lateral transfer or a voluntary demotion, followed by other qualified educational officers with tenure.
