Summary

These positions are located within the Washington Office Fire and Aviation Management, Operations Risk Management.

The incumbent is responsible for refurbishing, testing, and aligning portable radios within the Communications Maintenance section of the National Interagency Incident Communications Division (NIICD) at the National Interagency Fire Center (NIFC) in Boise, Idaho.

Duties

Help

  • Sets up and prepares radios for testing and programs radio frequencies and required firmware into equipment.
  • Sets radio controls and switches to appropriate positions for testing and implements standardized test procedures.
  • Monitors program and equipment tests, makes minor adjustments to radio operating parameters per manufacturer's specifications, and documents equipment performance information.
  • Ability to troubleshoot, repair, modify, align, and maintain communication-electronic equipment and systems.
  • Diagnose routines, component layout diagrams, schematics, block diagrams, wiring diagrams, technical manuals, and work instructions.
  • Ability to disassemble and assemble land mobile radio kits to refurbish components/parts and ensure kits are ready-for-issue (RFI).

You must possess the Basic Requirements identified below to be considered eligible for this position.

Applicants will be evaluated on their ability to perform the duties of the position rather than length of experience. Eligibility will be determined by the relevance, scope and quality of all experience and training, regardless of where or how acquired. Applicants will be assessed based on their knowledge of the job elements identified in this announcement.

In addition to the above requirements, applicants will be assessed based on their knowledge of the job elements identified below:
  • Ability to organize and monitor testing for portable radios, such as program radio frequencies and firmware into equipment, set radio controls/switches to appropriate positions for testing, make adjustments to radio operating parameters, and document equipment performance
  • Ability to troubleshoot and perform maintenance of communication-electronic equipment and systems
  • Ability to follow oral and written instructions, specifications, manuals, etc. (related to electronic equipment/systems)
  • Ability to utilize computer software to maintain inventory stock and track equipment refurbishment
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Additional information

Career Transition Assistance Plan (CTAP), Reemployment Priority List (RPL) or Interagency Career Transition Assistance Plan (ICTAP): To exercise selection priority for this vacancy, CTAP/RPL/ICTAP candidates must meet the basic eligibility requirements and all selective factors. CTAP/ICTAP candidates must be rated and determined to be well qualified (or above) based on an evaluation of the competencies listed in the How You Will Be Evaluated section. When assessed through a score-based category rating method, CTAP/ICTAP applicants must receive a rating of at least 85 out of a possible 100.

Land Management Workforce Flexibility Act (LMWFA) provides current or former temporary or term employees of federal land management agencies opportunity to compete for permanent competitive service positions. Individuals must have more than 24 months of service without a break between appointments of two or more years. Service must be in the competitive service and have been at a successful level of performance or better. Part-time and intermittent service will be credited only for time actually worked. Non-pay status such as leave without pay is credited for up to six months in a calendar year; anything beyond six months is not credited. Applicants are responsible for providing sufficient information/documentation to determine if the 24 month criteria is met.

Farm Service Agency (FSA) County Employees: Permanent County employees without prior Federal tenure who are selected for a Civil Service position under Public Law 105-277 will be given a career-conditional appointment and must serve a 1-year probationary period.

Pay rates as shown are reflective of the Boise, ID (RUS) Wage Area. Please visit the Appropriated Fund Wage Schedules webpage for additional information on pay rates.
