The ideal candidate will possess deep knowledge of Microsoft Office 365 administration, Active Directory(on-prem and Entra ID), identity services, and current Microsoft Server environments. Mastery in configuration and support of MFA, SSO, and advanced identity integrations is essential. Candidates should also demonstrate hands-on expertise with HP Proliant server provisioning, VMware, and Hyper-V virtualization, cluster migrations, and performance tuning to optimize complex infrastructure ecosystems.In addition to core system administration, this role requires strong competency in cloud resilience and multi-provider environments. Applicants should have experience implementing Azure disaster recovery solutions-including Zerto replication and failover-along with managing email security technologies such as Cisco Secure Email Gateway, SPF, DKIM, and DMARC. A strong understanding of SMP, DNS, and email flow is required to safeguard organizational communications. Familiarity with enterprise backup platforms including Veeam, Data Domain deduplication appliances, and immutable backup strategies is highly desirable. The administrator will collaborate with multiple cloud vendors, ensure seamless SaaS and application integrations, and maintain robust security and governance practices aligned with enterprise application continuity in a 24/7 environment. In this role, the candidate will serve as a high-level technical authority, driving efficiency, reliability, and security across an evolving technology landscape.**Essential Functions*** Assists in identification of new technologies, selection of systems, and installation activities to best meet organizational needs.* Oversees standard operating procedures concerning departmental information technology (IT) Enterprise applications.* Oversees System Administration for the organization including on-premises and Azure Microsoft Active Directory, synchronization to cloud and Office 365 products and Enterprise SaaS applications.* Assists in restoration services and disaster recovery services, including cloud and disaster recovery.* Provides technical guidance and timely problem resolution to organizational staff for Enterprise applications and SaaS.* Plans, designs and manages the maintenance and expansion of the City's Enterprise Applications in order to ensure data integrity and availability along with efficient performance, data retrieval, and security.* Provides technical application support and guidance to the IT staff.* Controls and monitors the integrity of data stored in the application, memory usage and access times for database functions, and the storage of data files; initiates data recovery procedures when data integrity is in question due to power failure, Internet availability, and/or program failure, etc.* Gathers and maintains information to support periodic and special reports (including IT related public records / investigative requests) documenting agency activities and events.* Ensures that applications and related services are documented and kept current, including system parameters and baseline settings.* Manages change control and security for SaaS and Enterprise applications.* Reviews and ensures complete and appropriate handover of documentation prior to operational acceptance of new or changed applications.* Keeps abreast of technical developments of operational importance to the departments and participates in developing or setting standards as directed.* Establishes and maintains effective working relationships with all stakeholders.* Maintains development, testing and production systems for applications; implements and tests system upgrades and assists in troubleshooting, where necessary.* Ensures continuity of the business processes supported by the many applications/services.* Works directly with the business units and their Subject Matter Experts (SME's) to learn the user side of the applications for faster resolution of issues.* Manages the maintenance of the applications, including release updates and regression testing.* The intent of this class description is to provide a representative summary of the types of duties and responsibilities that will be required of classifications given this title and shall not be construed as a declaration of the specific duties and responsibilities of any particular position. Incumbent may be required to perform additional jobs assigned, other than those specifically presented in this job description.**Minimum Qualifications*** Bachelor's degree in computer information systems, Management Information Systems, or similar field,* Four (4) years' experience involving applications support, cloud, SaaS or Office 365 management, systems analysis and design, systems administration, scripting, DB administration, and project management,* Or the equivalent in education, training and experience which would provide the necessary knowledge, skills and abilities.**Job Based Competencies*** Experience managing SharePoint Online, Office 365 and One drive, Workday and/or an Enterprise SaaS application (Office, SharePoint, Project, etc.), publication and graphic software.* Ability to investigate computer problems, conduct research, determine a course of corrective action and implement solutions.* Knowledge of data principles, system design, equipment, operating characteristics, capabilities, limitations, requirements, procedures and terminology.* Ability to manage vendors and develop professional, working relationships with Cloud and SaaS providers.* Knowledge of and skill in data equipment installation, maintenance and repair.* Knowledge of data software and protocols.* Knowledge of applicable statutes and regulations governing data systems and networks.* Ability to analyze technical problems and do abstract problem solving.* Ability to communicate technical and other data effectively and clearly, both orally and in writing, and to prepare and present succinct, coherent and technically accurate reports.* Ability to establish and maintain effective working relationships within the department, other City departments, officials and the general public.* Ability to document processes, change management, and system test results.* Ability to process information logically (critical thinking) and solve problems.* Effective facilitation, problem solving, and interpersonal skills.* Ability to effectively service a diverse community.* Ability to multi-task and balance the demands of multiple projects, manage time constraints, and meet deadlines.* Effective organization and prioritization skills.* Ability to work in a team environment as well as independently.**Responsibility**Under the direction of and responsible to the Department Head or designated representative. No supervision exercised.**Physical Requirements**This is light work requiring the exertion of 20 pounds of force occasionally and up to 10 pounds of force frequently. The work requires visual acuity to operate computer equipment and for reviewing, checking, preparing and maintaining written and computer files. Manual dexterity is required to operate standard office, data entry, word processing and other computer equipment. Incumbent is required to have sufficient hearing ability to perceive information at normal spoken word levels.**Public Contact**Good interpersonal skills are an essential component of the position. Contacts are primarily with City employees and information systems staff.
