Attorney III

Job Description Under the direction of the Assistant Chief Counsel, the Attorney III in the Office of Plan Licensing (OPL) performs sensitive and complex legal work for the Department of Managed Health Care (DMHC) related to health care service plans. The role involves providing direction and leadership pertaining to plan benefits, provider payment, risk and delegation arrangements, and implementation of compliance with Director’s Letters. The attorney reviews complex legal matters and conducts legal research in connection with the administration and regulation of health plans pursuant to the Knox‑Keene Health Care Service Plan Act of 1975 and Federal health‑care reform. Responsibilities Provide direction and leadership on plan benefits and provider payment issues. Develop and maintain risk and delegation arrangements. Implement compliance with Director’s Letters. Review complex legal matters related to health plans. Conduct legal research on the regulation and administration of health plans. Qualifications Attorney III classification (or equivalent) with demonstrated experience in health‑care law. Expertise in health‑care service plan programs, benefits, operations, reform, and trends. Ability to provide consultation services to management and lead policy development. Strong written and oral communication skills. Good judgment and ability to follow established program procedures.
