The City of Benicia is seeking an experienced and highly motivated Project Manager to join our dynamic Public Works Department. Under limited supervision, this position plays a critical role in planning, coordinating, and managing a diverse portfolio of public works projects—from general infrastructure improvements and utility-related projects to complex coastal development, stabilization and enhancements. The Project Manager works closely with department heads, consultants, contractors, and the public to ensure projects are delivered efficiently, on time, and within budget. Under limited supervision, plans, coordinates, administers and manages multiple projects as assigned, including but not limited to Capital Improvement Projects (CIP) and highly responsible and complex specialized projects; leads and oversees assigned projects; provides information and assistance to City departments and the public; and performs other duties as assigned. The incumbent in this classification reports to the Public Works Director and works closely with department heads and City Manager and is responsible for ensuring that production goals are identified, scheduled and attained in accordance with applicable laws, regulations, policies, and procedures pertaining to the work and to the work group. Responsibilities also include periodically evaluating overall division progress and making, or recommending, budgetary, program, organization, and personnel changes. The work includes considerable coordination and communication with other City work units, outside agencies, contractors, the general public, and assigned personnel. Duties may include, but are not limited to the following: Develop projects scope of work, coordinate and monitor project development teams, project schedules and budgets. Serve as liaison between City personnel, contractors, consultants and the public for assigned projects. Prepare, disseminate, and oversee project budgets, requests for proposals, agreements, contracts, invitation for bids, and purchase orders. Manage various consultant agreements through the planning, design, construction, testing, operations and maintenance phases of a project. Evaluate project bids and proposals, and make recommendations for award of contracts and execution of agreements. Insure that project plans and specifications are reviewed and approved for construction. Monitor project progress, attend project meetings, and prepare and submit status reports. Oversee project construction, ensure that the projects are constructed in accordance with the project’s approved plans and specifications, and close out project documentation and archives appropriate records. Prepare, negotiate and maintain control of all potential project construction change orders, track all project costs and review and approve progress payments. Develop and update project schedules. Perform a broad range of complex tasks and must work cooperatively with others. Compose and prepare reports, correspondence, resolutions, agreements, and ordinances for the City Council. Interface with other City departments, outside agencies and consulting firms as necessary to complete assignments. Under specific circumstances, may supervise or coordinate other Staff in the performance of various tasks. Employee shall perform additional related acts or duties as assigned. Analyze City facilities and recommend capital improvement and maintenance projects. Review and analyze requests for capital improvements. Prepare project descriptions, schedules, cost estimates and project spending plans for the Capital Improvement Program. Qualifications Considerable knowledge of the principles, practices and techniques of contract administration, project management, budget, cost accounting, and scheduling; related laws, ordinances, policies and procedures. General knowledge of contract administration, public administration, finance, purchasing, budgeting, and accounting. Goal-oriented and action-focused, pragmatic and self-disciplined, proficient in large project planning, organization, communication, team motivation and delegation skills. Strong interpersonal skills and ability to deal effectively in a team environment. Group facilitation, mediation, negotiation, and conflict resolution skills. Skill in organizing resources and establishing priorities. Skill in the use of personal computers and software, e.g., MS Word, Excel, Microsoft. Advanced verbal and written communication skills. Knowledge of: Contract administration, public administration, finance, purchasing, budgeting and accounting. Project management principles, techniques and tools. Scheduling, budgeting and cost accounting for municipal projects. Ability to: Take responsibility and exercise good judgment in recognizing authority. Work without close supervision or direction in the accomplishment of assigned duties. Respond courteously, efficiently, and effectively to questions and inquiries from elected officials, members of the commissions, boards, staff at other agencies, and the public. Follow oral and written directions. Develop, plan, and implement short and long-range goals. Read and interpret engineering and architectural plans and specifications. Analyze complex problems, interpret project needs, and develop creative solutions. Experience and Education Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be: Experience: Three years of increasingly responsible technical and professional work experience with complex municipal design and construction projects, including two years of performing increasingly responsible project management functions and including two years in a supervisory capacity. Education: Equivalent to a Bachelor’s degree from an accredited college or university in civil engineering, landscape architecture, construction management, or other relevant degree. Project Management Professional (PMP) Certification is desirable. Special Requirements Reading, writing, memorization, analyzing, perception, comprehension, judgment, and decision-making. Ability to interpret and explain actions to the public, Staff and City Officials. Possession of or ability to obtain an appropriate California driver’s license and a satisfactory driving record. Working Conditions Considerable work with the public, Staff and City Officials; verbal contact, face‑to‑face and telephone. Some work may require visiting project sites outdoors. Aptitudes and Physical Demands Eye/hand coordination, hearing/listening, smelling, sitting, walking, reaching, grasping, lifting, manual dexterity, clear speech, clear seeing, driving (car). Equipment Telephone, radio and hand‑held systems; computers, keyboards, printers; remote, network and data‑based terminals; peripheral system maintenance check equipment; calculators and typewriters; photocopiers, facsimile machines; microfilm readers and metro‑scan.
