Lead Business Systems Analyst

: The Position
The City of Beaverton's Information Technology Services Department (ITSD) is hiring a Lead Business Systems Analyst to coordinate the development, implementation, and operation of crucial business applications. This position will serve as a functional lead to the five-person Business System Analyst team and work closely with the ITSD management team, setting standards and procedures to ensure security, reliability, and long-term success. - Serve as the functional lead for Business Systems Analysts. Provide guidance and clarification to business systems analysis team. Establish standards for business systems analysis, project management, and product management.
- Analyze and make recommendations for business processes and their associated information systems.
- Ensure that systems development activities comply with the relevant information security regulations, standards, and frameworks (e.g. OWASP, NIST CSF, CJIS).
- Help develop citywide and departmental information plans.
- Collaborate with the Enterprise Applications Manager to review the work of Business Systems Analysts and provide feedback and assistance on designing, configuring/developing, testing, implementing, and sustaining enterprise applications and software integrations.
- Lead system and service implementation projects and manage ongoing operations. Develop timelines and work plans, assign and review work, monitor progress, and communicate with all stakeholders.
- Analyze, design, test, and implement enterprise software applications. Lead the analysis of new toolsets and approaches. Work on ITS process improvement efforts.
- Oversee and participate in testing to ensure enterprise applications are free of defects, function as designed, and meet users' needs. Prepare user manuals and other training material as appropriate.
- Meet with employees in other departments to explore enhancements for existing applications. Provide ongoing maintenance and optimization of assigned enterprise applications.
- Work with ITS managers and other colleagues to develop and maintain standards and documentation for data management.
- Participate in division operational processes including staff selection, budget preparation/monitoring, policy/procedure development and implementation.

Minimum qualifications:
- Bachelor's degree in business, computer science, information technology, or a related field, and
- Five years' experience in software development, business process analyst, or project management, including two years in a lead or supervisory role; or
- An equivalent combination of education and experience enabling the incumbent to perform the essential functions of the position.
- Ability to pass reference checks and education verification and satisfy the requirements of a background check.
- Criminal Justice Information Services (CJIS) fingerprints must be completed and cleared prior to start date.
- Ability to satisfy the requirements of a pre-employment drug screen.
Wage range : $7,242.75 - $9,707.00 monthly Starting rate will be determined depending on relevant work experience as outlined in the Equal Pay Act. New hires who meet minimum requirements will start at step one. Higher steps may be offered to those who have additional years of directly related experience to the position within the posted wage range.
