Job Description

The South Carolina Department of Health & Human Services (SCDHHS) is the State Medicaid Agency for South Carolina. The Medicaid Management Information System (MMIS) Replacement and Member Management Replacement Systems projects are the largest Information Technology projects the State will undergo in collaboration with the SCDHHS Project Management Office (PMO). The PMO is responsible for staffing all SCDHHS projects as well as establishing and monitoring IT related governance and standards, which are followed by all enterprise project teams.

The Project Coordinator/ Manager (PM) will be assigned to projects for the South Carolina Department of Health and Human Services (SCDHHS), the Medicaid Agency for SC. Candidates who enjoy working on complex, change-oriented projects will find this position attractive.

South Carolina seeks an entry level resource in Project Coordination/Management of small to large projects.

Daily Duties / Responsibilities

The South Carolina Department of Health and Human Services is seeking a consultant to act as Project Manager on multiple projects. The Project Coordinator/Manager-Entry will interact with staff, other team members, all levels of management and internal and external organizations, including vendors performing outsourced work, in the compilation and management of information needed for project schedules, portfolio/program schedules, metrics, reports and project management documentation.

Responsible for overall coordination, status reporting and stability of project oriented work efforts. Assist Project Managers to adhere to established project management processes and methodologies for the IT community to ensure projects are delivered on time, within budget, with high quality standards and meet customer expectations. Assists with project schedule updates and teamwork assignments. Responsible for updating key project milestones and adjusting project plans and/or resources to meet the needs of customers based on PM direction. Assists Project Manager(s) and/or Program Manager(s) in identifying and prioritizing opportunities for utilizing IT to achieve the goals of the enterprise. Must possess entry level knowledge and proficiency in the use of project management methodologies and tools, resource management practices and change management techniques.

Preferred Skills (Rank in Order of Importance)

Up to 3 years or more in project management skills. Up to 1 year or more of project planning experience. Ability to create and document key project management documents and artifacts. Medicaid or Healthcare Delivery Systems. Business Analysis experience. Scrum Master and/or Product Owner Certification. Bachelor's Degree or Higher.
