Construction Project Manager

The New York City Department of Sanitation (DSNY) keeps New York City healthy, safe, and clean by collecting, recycling, and disposing of waste, cleaning City streets and vacant lots, and clearing snow and ice. DSNY is the nation's largest municipal sanitation agency, with nearly 10,000 employees, 59 district garages, and a fleet of more than 5,000 trucks, cars, and other types of equipment. The Department clears litter, snow, and ice from approximately 6,500 miles of City streets and removes debris from vacant lots as well as abandoned vehicles from City streets. The Bureau of Solid Waste Management (SWM) is responsible for the landfill management, including but is not limited to closure, post closure care, and end use development of the Fresh Kills Landfill in Staten Island, NY and Edgemere Landfill on the Rockaway peninsula in Queens, NY. Beyond this primary work, the unit is also involved in projects associated with composting and resource recovery. Under The Supervision, The Selected Candidate Will Support Work For All Landfill Sites That DSNY Oversees But Not Be Limited To Manage the consultant contracts to prepare and update Landfill Post Closure Care Plan and ensure regulatory compliance, including landfill final cover and drainage system, leachate control, landfill gas emission control, and all post closure care related items. Perform landfill site inspections to ensure regulatory compliance of landfill post closure care items. Manage Environmental Monitoring Plan activities including surface water, groundwater, landfill final cover and drainage, hydraulic monitoring, etc. Oversee mowing and trimming work over all landfill sites. Assist with composting and resource recovery project oversight. Perform contract procurement process, including Request for Proposal (RFP) preparation, pre-solicitation review report, scope of services, schedules, cost estimates, M/WBE compliance, and time extension of contracts. Manage and monitor the consultant/contractor work, process consultant/contractor payment requisitions, quality control project deliverables, ensure that the project is delivered on time, within budget, and to the contract requirement. Coordinate with stakeholders effectively regarding project status, changes, issues, etc. and help resolve issues that arise during the project. Titile Information Candiates should be a permanent Construiction Prohject Manager or serving in a similar title. Candidates that are on the Construction Project Manager list under exam # 5058 will be considered as well. CONSTRUCTION PROJECT MANAGER - 34202 Minimum Qualifications A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization, and five years of full-time satisfactory experience managing and/or inspecting one or more construction projects which must have a total cost of at least $300,000 for each of the five years of the required experience; or One year of the experience as described in "1" above and a baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U. S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA), in engineering, engineering technology, architecture, architectural technology, landscape architecture, construction, construction technology, or construction management; or One year of the experience as described in "1" above and a valid license as a professional engineer, registered architect, or registered landscape architect, issued by a board of examining engineers, architects, or landscape architects duly established and qualified pursuant to the laws of any state or territory of the United States; or A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization, and a combination of at least two years of experience as described in "1" above and the education as described in "2" above to equal a total of five years of education and experience. Matriculation in an undergraduate college degree program as described in "2" above may be substituted for experience on the basis of 30 semester credits for one year of satisfactory full-time experience up to a maximum of three years of experience. Note: Candidates must specify for each construction project they worked on: a description of the construction project, the time period they worked on the construction project, and the type of work they performed. Candidates must also specify the money allotted for the project. Driver License Requirement At the time of appointment to this position, you must have a motor vehicle driver license valid in the State of New York. If you have moving violations, license suspension or an accident record, you may be disqualified. This license must be maintained for the duration of your employment. For Assignment to Level II, In addition to meeting the "Qualification Requirements" above, candidates must have one additional year of satisfactory full-time experience working in Assignment Level I; or one additional year of satisfactory full-time experience as described in "1" above. For Assignment to Level III, in addition to meeting the Qualification Requirements for Construction Project Manager, candidates must have two additional years of satisfactory full-time experience working in Construction Project Manager Assignment Level I and II; or two additional years of satisfactory full-time experience as described in question "1" above and possess a motor vehicle driver license valid in the State of New York which must be maintained for the duration of employment noting that if you have moving violations, license suspension or an accident record, you may be disqualified. Preferred Skills The ideal candidate should have a Civil Engineering/Environmental Engineering or Environmental Science background. Have a strong background in landfill engineering/environmental science/hydrogeology is a plus. Excellent in communication, organization, and writing skills. Experience in NYC procurement process is a plus Proficient in using AutoCad program. Ability to work independently and attention to details and maintain a good quality of work.
