Staff Services Analyst I/II/III

The Staff Services Analyst I/II/III performs professional analytical and administrative work in support of Health and Human Services programs and operations. Depending on assignment and level, responsibilities may include program analysis, fiscal and budget development and monitoring, contract administration, grant management, data analysis, policy and regulatory research, program evaluation, and coordination of department-wide projects. The position works closely with department leadership, County staff, community partners, and other agencies to analyze information, identify solutions, improve processes, and support effective delivery of services. Assignments increase in complexity and independence across the series, with the higher levels responsible for more advanced analytical work, specialized administrative functions, project coordination, and potentially providing lead direction or supervision to support staff. Ideal Candidate The ideal candidate is an analytical, organized, and collaborative professional who enjoys solving problems and turning complex information into practical recommendations. The successful candidate will be comfortable working with data, budgets, contracts, policies, regulations, and competing priorities while maintaining accuracy and attention to detail. Strong written and verbal communication skills are essential, as the position regularly works with managers, County departments, outside agencies, community partners, and other stakeholders. HHS is seeking someone who demonstrates sound judgment, initiative, accountability, and the ability to work independently while also contributing effectively as part of a team. The ideal candidate will be adaptable and comfortable working in a dynamic environment where priorities can change, and will bring a service-oriented approach to supporting programs that directly impact the community. Experience in public-sector administration, health and human services, fiscal or program analysis, grants, contracts, or regulatory compliance is particularly valuable. Department Overview Mono County Health and Human Services (HHS) works to promote the health, safety, and well-being of individuals, families, and communities throughout Mono County. In a rural and geographically dispersed county, HHS provides and coordinates a broad range of health and human services programs while working closely with County departments, community organizations, healthcare providers, and state and federal agencies. The Staff Services Analyst plays an important role behind the scenes in helping these programs operate effectively. Through research, data analysis, fiscal and administrative support, policy development, contract and grant monitoring, and project coordination, the position helps HHS make informed decisions, maintain compliance, improve processes, and meet the needs of the community. Minimum Qualifications Pattern 1: One (1) year of full-time experience as a Staff Services Analyst II; OR Pattern 2: Graduation from an accredited college or university with a bachelor's degree; AND Two (2) years full-time professional experience performing general administrative, statistical, personnel, fiscal, program, or staff development analytical work.
