Job Description

The Office Worker assists in the elections process during elections. Must maintain courteous and cooperative working relationships with administrative and other County personnel, public agencies, and the general public, and work under the guidance of Local/State/Federal regulations and County policies/procedures. The standard season will run July 1 – December 31, with some variation as needed. However, no employee shall be active for more than 180 consecutive days in a 12-month period. This position is considered open until filled with a first review after 7/7/2026. Candidates should apply as soon as possible for optimal consideration.

Examples of Duties

Assist the Elections Manager with the processing and administration of an election

• Assist with retrieving, counting, balancing, and logging incoming ballots from a variety of sources.
• Prepare and calculate incoming ballots for signature verification process; enter data into reconciliation report.
• Upon successful completion of mandatory training, verify signature on each returned ballot envelope, and notify voters if their signature is missing or does not match their voter registration files, in accordance with WAC.
• Open and prepare ballots for scanning, including proper placement and labeling, and manually inspecting each ballot prior to scanning in compliance with the Statewide Standards on What is a Vote.
• After proper training, assist voters with the Accessible Voting Unit.
• Travel to the upper county or CWU for the election, and transport ballot boxes and supplies.
• Assist in managing Vote Center activities.
• Secure ballot boxes and return with ballot boxes and supplies from the Vote Center after election on election night.
• Collect, sort, and prepare other county ballots for shipping to those counties.
• Pick up ballots from secured drop boxes from all areas of the county, logging transport seals and securing ballots prior to transport.

Maintain complete and updated voter registration records for Kittitas County

• Apply federal and state laws (RCW and WAC) regarding regulation of voter registration consistently from voter to voter.
• Collect completed voter registration forms and assess information to determine if they are eligible to vote in this county.
• If ineligible explain options to registrant.
• Enter voter information into computer.
• Scan voter registration forms into computers for use by county and state.
• Retrieve online voter registrations.
• Verify if information will integrate into state-wide system.
• Make any necessary corrections to ensure complete accuracy when uploading voters' record.
• Capture signatures for use by county and state.
• Answer and resolve any voter registration questions or concerns with voters, co-workers, districts, candidates, or campaigns.
• Process incoming County-to-County Transfers:
• Enter voter information into computer.
• Scan voter registration forms into computers for use by county and state.
• Use a variety of maps to ensure voters are assigned to the proper precinct.
• Log all daily transactions processed.
• Issue new and replacement ballots to voters – both active and inactive - upon request:

Assist in Ballot Processing

• Assist at scanning station by:
• Presenting prepared ballots to scan
• Placing scanned ballots into ballot storage container
• Conducting review of scanned ballots with another staff member
• Ensuring all storage containers are labeled correctly.

Minimum Qualifications

• High School diploma or GED.
• Must be available to work a variable schedule year-round with increased activity between July and November.
• Valid and active Driver's License.
• A criminal history and background check will be performed on qualified applicants. Convictions may preclude candidates from employment in certain circumstances. Factors such as seriousness of the conduct, number of convictions, the place and manner in which the position will be performed, and any verifiable information related to the candidate's rehabilitation, good conduct, work experience, education, and training will be taken into consideration.

Supplemental Information

Work is generally performed in an office environment; sustained posture in a seated position and prolonged periods of computer operation; use of standard office equipment; strength to lift, pull, push, and/or carry up to 25 pounds or potentially more with assistance; vision to read printed materials and a computer screen, and hearing and speech to communicate clearly in person or over the telephone; ability to stand, walk, stoop, kneel, crouch, ascend/descend stairs, grasp, and reach with arms and legs. Travel is required for transporting voting supplies, collecting ballots, and occasional training opportunities and /or meetings. Must be able to safety operate a motor vehicle in all weather conditions and levels of daylight. Safety regulations and policies must be adhered to at all times. The work schedule is generally maintained during normal office hours, but does include variation such as extended shifts or weekends during election season. Regular attendance and punctuality are required. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
