Project Delivery Lead –EAP Modernization Program

Location: Georgia (REMOTE) NOTE: This is a (Part time role) with Remote opportunity.

Position Overview The Georgia Department of Human Services (DHS) is undertaking a large-scale modernization of the Eligibility and Assistance Program (EAP) application, transitioning from a legacy COBOL-based mainframe system to a modern, cloud-native architecture built in Rust. The Project Delivery Lead will be responsible for end-to-end delivery oversight of this highly complex modernization initiative, ensuring successful execution across requirements analysis, system design, development, automation, deployment, and production stabilization within a 10-month implementation timeline. This role requires strong leadership in large-scale legacy transformation programs, DevOps-driven delivery models, cloud infrastructure provisioning, and secure application development.

Required Qualifications

10+ years of IT experience with at least 5+ years leading large-scale application modernization programs. Proven experience managing legacy system transformations (Mainframe/COBOL modernization preferred). Strong experience delivering cloud-native applications (AWS or equivalent). Experience leading DevOps-driven projects with CI/CD pipelines. Demonstrated expertise in infrastructure automation and configuration management tools (Salt preferred). Experience managing complex green/blue or zero-downtime deployments. Strong understanding of secure software development lifecycle (SSDLC). Experience in regulated environments requiring auditability and compliance. Excellent stakeholder management and executive communication skills.

Preferred Qualifications

Experience with Rust or modern systems programming languages. Experience with GitLab repository management and CI/CD. Knowledge of Kubernetes-based deployments. Experience contributing to open-source platforms. Government or public-sector project experience. Familiarity with AsciiDoc and Antora documentation frameworks.
