Hours: 37.540 hours per week

The consultant must be willing to report to work onsite in Albany NY. Do not submit candidates who require remote work or who will not report onsite as needed. You must vet candidates for this qualification and their willingness to move promptly if not within commuting distance. This is non negotiable.

The NYSDOH Bureau of Surveillance and Data Systems maintains and enhances mission-critical systems used to monitor over 75 reportable diseases and public health emergencies:

• Electronic Clinical Laboratory Reporting System (ECLRS)
• Communicable Disease Electronic Surveillance System (CDESS)
• Electronic Syndromic Surveillance System (ESSS)

Two Senior Business Analysts are needed to support data exchange and data quality efforts for NYSIIS (New York State Immunization Information System), with a focus on:

• Onboarding providers to the New York State Implementation Guide for HL7 v2.5.1 Immunization Messages
• Verifying compliance with ONC Meaningful Use requirements
• Enhancing interoperability between NYSIIS and electronic health record (EHR) systems used by providers across New York State
• Maintaining and updating ACCESS programs

Responsibilities:

• Analyze and interpret HL7 immunization message data
• Perform data quality reviews and validation of immunization messages
• Provide technical guidance and onboarding support to provider organizations
• Maintain and enhance ACCESS programs for data reporting
• Work with SQL queries using SQL TOAD for data analysis and reporting
• Ensure compliance with ONC Meaningful Use standards
• Support interoperability efforts between NYSIIS and external EHR systems
• Communicate regularly with healthcare providers to support onboarding and troubleshooting

Mandatory Qualifications:

Candidates must meet all of the following requirements:

• Bachelor's degree in Engineering, Computer Science, MIS, or related field from an accredited institution ? Degree must be submitted with the candidate proposal.
• 60 months experience in SQL/SQL TOAD
• 60 months experience using Microsoft Excel
• 60 months experience with messaging standards such as XML, X12, etc.
• 60 months experience with HL7 messaging in support of a state immunization information system
• 60 months experience performing data quality analysis related to immunization data
• 60 months experience providing customer support or guidance in a technical or clinical setting

Preferred Qualifications:

Candidates with the following experience will be given priority consideration:

• 84 months experience with HL7 messaging in support of a state immunization information system
• 84 months experience in SQL/SQL TOAD
• 60 months experience communicating directly with healthcare providers
