The City of Overland Park has a full-time Talent Acquisition Partner position available in the Human Resources Department. **Onsite only position, Monday - Friday from 8:00 AM TO 5:00 PM** SUMMARY: Recruits, screens, interviews, and recommends candidates for vacant exempt and non-exempt City positions. Coordinates and/or conducts pre-employment tests, extends job offers, schedules start dates and conducts new hire orientation. Provides guidance on interviewing techniques to hiring supervisor and department personnel. Coordinates or participates in off‑site recruiting efforts. Keeps current regarding employment laws and regulations. Clarifies City policy questions. Assists in development of employment policies and procedures and special City recruitment programs. RESPONSIBILITIES: Recruits candidates from both internal and external sources for vacant exempt and non-exempt City positions. Prepares job postings and other advertising copy for hiring supervisor's review. Recommends appropriate advertising media. Screens and recommends internal and external candidates to hiring authority. Ensures candidates for interview meet minimum job qualifications. Interviews internal and external candidates by phone or in person. Provides guidance to departments on hiring recommendations. Ensures that hiring recommendations follow City policy and practice. Assists the division manager in the administration of special recruitment and employee relations programs. (e.g., summer internship program, Youth Career Fairs). Recruits, recommends candidates, researches and recommends educational training events for students. Coordinates and participates in training events. Monitors and supervises students. Provides counseling and guidance to employees regarding job-related problems. Assists with community outreach to hire minority, female, disabled, and veteran candidates. Coordinates and/or conducts pre-employment tests (background checks, criminal records checks, drug screens, physicals, etc.) Engages in positive communication that promotes the human resources department, OP leadership and HR environment. Extends job offers, schedules start date, and conducts New Hire Orientations for full-time, part-time, seasonal, and temporary employees. Assists the new employee with required paperwork and understanding policies. Provides guidance on interviewing techniques to hiring supervisor and department personnel. Assists the division manager in researching, preparing, and conducting informal or formal training sessions on interviewing techniques and hiring process. Coordinates off‑site recruiting (i.e. job and career fairs, schools, professional groups). Works with staff to prepare materials and maintain supplies. Maintains recruitment calendar. Coordinates the employee anniversary program. Recommends vendors, monitors the selection of awards, and ensures timely distribution of awards. Maintains related records and files. Maintains business relationships and contacts with vendors. Assists the division manager in meeting established goals and objectives. Makes recommendations for improvement in employment processes. Coordinates, schedules, and administers clerical skills testing. May perform data entry of new hires in the Human Resources Information System (HRIS). Assists with non-complex compensation entries for entry level positions. Assists with the City's Bilingual Compensation Program. Coordinates the testing, approval process, and billing payment. Coordinates the Black History Month, Patriot Day, Veterans' Day, and other displays for educational purposes. Assists with bi-annual recruitment performance measurements. Assists with the development of recruitment data analytics to meet organizational needs. Keeps current regarding changing practices and laws in the employment area by reading and reviewing publications, attending appropriate seminars and participating in local professional organizations in the field of employment and employee relations. May assist with the implementation of employee programs such as Take Your Child to Work Day, ARC committee, etc. Attends events, prepares materials, and employee communications concerning the events. Maintains and analyzes cost records and prepares related reports as needed. May intake employee complaints related to sexual and other harassment and discrimination. Oversees compliance of Citywide distribution of Labor Law posters. May respond to inquiries related to the City's Employee Handbook, policies, and procedures. Participates in special projects and performs special assignments as needed. The employee must work the days and hours necessary to perform all assigned responsibilities and tasks. Must be available (especially during regular business hours or shifts) to communicate with co‑workers, supervisors, customers, vendors, and any other persons or organization with which interaction is required to accomplish work and employer goals. The employee must be punctual and timely in meeting all requirements of performance, including, but not limited to, attendance standards and work deadlines; beginning and ending assignments on time; and scheduled work breaks, where applicable. REQUIREMENTS: EDUCATION & SPECIAL LICENSE(S)/CERTIFICATIONS: High school diploma or equivalent. EXPERIENCE: Three years’ work experience in a Human Resources Department, which includes interviewing and making group presentations, or an equivalent level of experience. Good understanding of employment law. SKILLS: Excellent oral and written communication skills. Basic Math. Reading. Strong Interviewing skills. Excellent interpersonal skills. Must have a working knowledge of word-processing and spreadsheet software applications. Good memory skills. Strong organizational and time management skills. Must be flexible and adaptive to the work environment and assignments. MENTAL REQUIREMENTS: Ability to recognize and protect confidential information. Logical reasoning; sound judgement; discretion; and the ability to deal with sensitive situations in a tactful and empathetic manner. Ability to exhibit diplomacy and judgment when dealing with City employees yet complete the job within a reasonable period of time. Ability to work proactively and effectively with minimal supervision. Ability to compose letters, reports, and other documents. Ability to analyze problems and recommend solutions. Ability to exhibit sound judgment. Ability to train and guide others. Ability to learn and understand PC software applications. Ability to organize, file, and effectively retrieve data. Ability to work in a hectic environment with many interruptions. Ability to prioritize and multitask in a flexible, fast-paced, and challenging environment. Ability to meet specific deadlines. Concentration. Alpha and numeric recognition. Ability to read and comprehend City, state and federal policies and regulations. PHYSICAL REQUIREMENTS: Ability to make and receive phone calls. Ability to meet with applicants and employees. Hand and eye coordination adequate to input computer, operate typewriter, adding machine, copier and fax machine. Visual stamina and acuity adequate to review alpha/numeric data and to spend long periods looking at computer screens. Ability to attend/conduct meetings and be attentive for extended periods of time. Ability to make group presentations. Ability to lift 20 pounds and transport 10 feet. Ability to hear clearly and distinctly. SUPERVISORY RESPONSIBILITY (Direct & Indirect): None.
