Job Description - Water Distribution Executive (2500003G) Position Grade: 19M Department: Water Division Job Type: Full-Time (Permanent) Examination Number: EX1357 Location: Water Division - St. Louis, MO This is a professional level position directing the Service Delivery Group of the Water Division which includes the Distribution Section, Meter and Tap Section, and the Distribution System Engineering Section. This position performs highly complex duties and tasks related to the management of a diverse water distribution system and ensuring water service to customers. The position reports to the Water Commissioner. Essential Functions and Responsibilities Supervises the manufacture and inspection of ductile iron pipes, fire hydrants, valves, meters, special castings and fittings, to direct the laying of water pipe with all its appurtenances, to superintend the extension and repairs to the pipe system and maintain the water service to customers. Plans capital improvements, budgets, staffing requirements, material and equipment needed to maintain the distribution system. Communicates effectively with other City departments, vendors, contractors, federal and state regulatory officials, consultants, media, customers and the general public concerning the operation of the distribution system. Manages and directs a large diverse group of employees which will include managers and first line supervisors. Knowledge, Skills, and Abilities Data Utilization: Ability to perform mid to upper-level data analysis, coordinate, strategize, systemize and correlate, using discretion in determining time, place and/or sequence of operations within an organizational framework. Requires ability to implement decisions based on such data and oversee the execution of these decisions. Human Interaction: Ability to manage and direct a large group of employees, which may include first line supervisors, oversee and control employee discipline, selection and allocation, and plan human resources. Equipment, Machinery, Tools and Materials Use: Ability to operate, maneuver and/or provide simple but continuous adjustment on equipment, machinery and tools such as a personal computer, motor vehicle and materials used in performing essential functions. Verbal Aptitude: Ability to utilize a variety of reference, descriptive and advisory data and information such as financial statements, technical operating manuals, inspection reports, entry logs, performance reviews, ordinances and codes and non-routine correspondence. Mathematical Aptitude: Ability to perform moderately complex algebraic, geometric and trigonometric operations; ability to interpret descriptive statistics. Functional Reasoning: Ability to apply principles of logical or synthesis functions involving planning and directing of interrelated activities or multiple departments, and deal with several concrete and abstract variables in working out approaches to major problems. Situational Reasoning: Ability to exercise judgment, decisiveness and creativity required in situations involving direction, control and planning of an entire program or multiple programs. Environmental Factors: Tasks may risk exposure to adverse environmental conditions, such as dirt, odors, wetness, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, toxic agents, or irate individuals. Physical Requirements: Ability to lift, carry, push and pull objects and materials of moderate weight, twelve to fifty pounds, such as office equipment. Tasks involve moderate physical effort, climbing, balancing, stooping, kneeling, crouching and crawling to inspect progress of work projects. Sensory Requirements: Ability to recognize and identify degrees of similarities or differences between characteristics of shapes, sounds and odors associated with job-related objects, materials and tasks, such as inspecting contractors’ work. Qualifications A Bachelor’s degree in Engineering and registration as a Professional Engineer in the State of Missouri or in another state with eligibility for reciprocity; plus five years of experience in the design, construction, and/or operation of piping and valving systems for the distribution of water within a complex system. Certification Must currently possess or obtain a Missouri DSIII water certificate of competency issued by the Missouri Department of Natural Resources by the end of the working test period. License Must possess and maintain a valid Missouri driver’s license while employed by the City of St. Louis. Must possess a valid driver’s license at the time of filing application and be able to present license upon request. City Residence Preference Points City residents who pass an examination for a position in the classified service and do not receive any other preference will receive a five (5) point preference on a scale of 100 points on the exam. An additional one (1) point shall be added to the passing score of City residents who receive any other preference on a scale of 100 points. City residents must have resided in the City for at least one (1) year at the time of filing their application to be eligible for the preference points.
