Job Summary
The Facilities Manager (FM) leads and reports on the execution of all facilities management related activities for CORE properties (e.g., district offices, communication sites, substations, storage yards, and any vacant offices). CORE district offices are located in Sedalia, Bennett, Woodland Park, and Pine Junction, CO and total approx. 285,000 SF. CORE ancillary properties include approx. 52 substations, 10 communication sites, two storage yards, and are varying SF and complexity within CORE service territory.
The role reports directly to the Director of Fleet and Facilities and is a key member of the Fleet and Facilities leadership team. In this capacity, the FM will be expected to manage, document, analyze, and report on CORE facilities’ performance, and identify opportunities to improve facilities operations and financial efficiencies. The FM is responsible for the leadership of the Facilities department, which includes individual and team performance management and professional development, and daily operational responsibilities to manage and oversee direct reports and CORE facilities portfolio.
Day-to-day responsibilities include overseeing both hard and soft facilities services. This includes custodial services, break room ordering and management, meeting and event support, facilities security operations, repairs and maintenance of all facilities assets, and ensuring facilities regulatory compliance. Other key responsibilities include assisting in the creation of and maintaining capital and operating expense budgets, facilities project management and construction oversight, and the compilation and reporting of facilities related data analytics.
Essential Duties and Responsibilities
Building Operations & Maintenance
- Identify, prioritize, and plan maintenance and repair activities for all building systems, (e.g., HVAC, MEP, life safety, etc.).
- Maintain various facilities critical redundancy assets including, but not limited to, emergency generators, fuel and/or propane tanks, uninterruptible power supply (UPS) units, backup generators, etc.
- Oversee property preventive and corrective maintenance programs, ensuring work is scheduled, executed, and documented to industry best practices, and partnering with leadership and teams to balance service and operational impacts.
- Utilize IWMS to track service requests, planned maintenance schedules, and closeout documentation; monitor backlog and compliance to SLAs.
- Oversee and document facilities asset lifecycle planning and management within IWMS platform.
- Manage vendor and contractor relationships and service contracts; verify service delivery to contracted standards, SLAs, and KPIs, escalating performance issues as needed.
- Research and develop relationships with third-party vendors to provide key services outside of in-house capabilities.
- Conduct routine facility inspections and quality assurance reviews; identify deficiencies, recommend repairs/upgrades, and drive completion to meet performance expectations.
- Support emergency preparedness, incident response, and escalation management for facilities and logistics support within ICS structure. Coordinate building after‑hours coverage and response as required. Support and participate in periodic emergency response and business continuity drills.
Physical Security & Safety
- Partner with Safety team to support safety drills, document results, and propose process improvements as required.
- Partner with IT team, serving as security software functional expert; oversee maintenance and troubleshooting of physical security and access control system.
- Conduct routine inspections, perform preventive maintenance, and troubleshoot any issues which may arise with security equipment such as alarms, surveillance cameras, and access control system.
- Oversee CORE facilities security programs for properties as required, monitor system performance, and recommend upgrades to strengthen security posture.
- Investigate security violations as requested by CORE leadership, and prepare reports specifying preventative action to be taken, as required.
Construction, Renovation & Asset Management
- Provide subject matter expertise for requirement gathering, architect/designer and general contractor selection, budget definition, and program development for all new construction and existing facility renovation projects.
- Support oversight and reporting activities of project managers and/or owner representative(s) for all major construction and renovation projects.
- Construction project management for projects up to $300K, including contractor oversight, vendor selection, budget creation and management, reporting, stakeholder communication, project documentation, and closeout.
- Oversee vendor performance for all minor construction, renovation, warranty, and repair efforts.
- In conjunction with IT and Engineering internal partners, oversee installation and configuration of Facilities assets at CORE properties. Support startup, commissioning, and integration of new equipment and systems into facilities infrastructure.
Finance and Budgeting
- Partner with Supply Chain to develop scopes, request and negotiate RFPs, RFIs, and quotes, and evaluate pricing for labor, parts, and services supporting facilities activities and construction projects.
- Generate POs, purchase requests, and professional services agreements, and coordinate within finance processes to secure required facilities materials and services.
- Propose annual facilities operating and capital budgets and provide supporting data for the Director of Fleet and Facilities during annual budgeting processes.
- Monitor operating and capital budgets, deliver variance reporting, and implement corrective actions to maintain financial performance.
Administration
- Propose, document, and implement facilities-related policies and procedures.
- Manage, maintain, document, analyze and report department asset inventories.
- Assist with the recruiting, interviewing, and hiring of new Facilities team members.
- Lead onboarding, training, coaching, and performance evaluation processes for all direct staff members; create cross‑training and development plans for direct hires as required.
- Foster a culture of safety, accountability, and continuous improvement; model expected behaviors and service standards.
- Provide formal supervision to facilities staff and/or custodians; set daily priorities, assign work, and ensure adequate coverage for scheduled and reactive needs.
Facilities Analytics
- Track, document, and report facilities-related milestones and measures of success as defined by the Director of Fleet and Facilities.
- Analyze facilities-related data to determine impacts to operations. Drive data-driven decisions and propose and implement operational changes based on analysis outcomes.
- Support the implementation, configuration, and maintenance of facilities management systems (e.g., IWMS, BAS, etc.).
- Leverage technology to manage workflows, document compliance, and improve team efficiency and service delivery.
Minimum Qualifications of Position
- Bachelor’s degree in Facilities Management, Business, Engineering, or related field OR eight (8) or more years of practical equivalent experience managing single properties and/or campus environments including commercial buildings, warehouses, retail shopping centers, industrial buildings, and/or multi-use facilities required.
- IFMA Facilities Management Professional (FMP) or related BOMI accreditation required. IFMA Certified Facility Manager (CFM) accreditation strongly preferred.
- Five (5) or more years of people leadership experience, including training, professional development, and day-to-day people and team leadership.
- Hands-on experience with key Facilities management tools and software including CMMS/IWMS systems, BAS and life safety systems, maintenance and work management (including ticketing) systems, budgeting and project management applications and data analytics tools.
- Valid Colorado driver’s license with satisfactory driving record required.
Preferred Qualifications of Position
- Utilities and/or Co-op experience strongly preferred.

- Ability to lead and provide support to direct report team.
Working Conditions and Physical Requirements
- Moderate Physical Demands: Exerting up to 50 pounds of force occasionally. Operating machinery and/or power tools as required.
- The position will primarily experience inside environmental conditions in district offices, while periodically subjected to outdoor elements as required.
