Airport Deputy Director Finance and Administration - (260000HI) Description Salary: $114,114 - $171,158 Position Grade: 226M Department: Airport Job Type: Full-Time (Permanent) Examination Number: EX1732 Location: St. Louis Lambert International Airport (Employees assigned to St. Louis Lambert International Airport may be eligible for a commuting allowance of $180.00 bi-weekly.) Incumbent in this position is responsible for directing and managing the Airport's general ledger, accounts payable, accounts receivable, payroll coordination, grant compliance, financial forecasting, debt management, and the preparation of the Airport's annual operating and capital improvement budgets. The position oversees the completion of annual financial and operational audits while ensuring compliance with applicable federal, state, local, FAA, and City financial regulations and accounting standards. The Deputy Director develops and implements fiscal policies and long-range financial strategies that support the Airport's operational and capital improvement objectives. The incumbent establishes and maintains effective working relationships with representatives of federal, state, and local government agencies, airlines, airport tenants, financial institutions, bond counsel, rating agencies, legislative bodies, consultants, and other stakeholders regarding the Airport's financial affairs. This position directs the Airport Properties financial function and provides executive oversight of all fiscal matters relating to leases, concessions, revenues, and financial agreements associated with Airport operations. The incumbent will work closely with the Airport's Program Management Team throughout the Airport Campus Revitalization Program to monitor project expenditures, ensure capital improvement costs are accurately tracked, and verify that public funds are expended in an efficient, transparent, and fiscally responsible manner. This position will provide financial oversight for large-scale capital construction projects, ensuring adherence to approved budgets, funding requirements, and financial reporting standards. The Deputy Director serves as the Airport's primary financial representative on all bond financing activities and debt issuance transactions. Responsibilities include coordinating with the Office of the Comptroller, municipal advisors, bond counsel, underwriters, and financial consultants throughout the bond issuance process; preparing financial documentation; assisting with bond disclosures; coordinating credit rating presentations; and supporting activities necessary to obtain and maintain favorable bond ratings for Airport financing initiatives. Essential Functions And Responsibilities Provides oversight of the Office of Business Opportunities, promoting small business enterprises. Applies financial and business principles and practices related to Airport management. Applies principles of contract management, concessions and lease practices, bidding and procurement practices. Uses knowledge of FAA laws, regulations and procedures pertaining to FAA grants. Applies principles of bond financing, cash flow, and auditing. Uses knowledge of government accounting, budgeting, and capital planning. Understands Information technology and applications with emphasis on management reporting and analysis. Deals tactfully and effectively with government officials, other City departments, airline representatives, airport tenants, and the public. Directs the activities of the Airport Authority employees and employees of service providers engaged in the financial and business activities of the Airport. Coordinates and develops effective working relationships with other members of Airport management staff. Analyzes strategically and develops broad based courses of action. Develops long-range financial plans and strategies for the operation and development of the Airport. Knowledge, Skills, And Abilities Data Utilization: Requires the ability to perform mid to upper-level data analysis including the ability to coordinate, strategize, systemize and correlate, using discretion in determining time, place and/or sequence of operations within an organizational framework. Requires the ability to implement decisions based on such data, and overseeing the execution of these decisions. Human Interaction: Requires the ability to manage and direct a large group of employees, which may include firstline supervisors. Equipment, Machinery, Tools and Materials Use: Requires the ability to operate, maneuver and/or provide simple but continuous adjustment on equipment, machinery and tools such as a motor vehicle, personal computer, two-way radio, and/or materials used in performing essential functions. Verbal Aptitude: Requires the ability to utilize a variety of reference, descriptive and advisory data and information such as daily operations log, aircraft statistics, construction plans, performance appraisals, lease agreements, manuals and non-routine correspondence. Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; calculate percentages and decimals; requires the ability to utilize principles of descriptive statistics including calculating cost benefit ratios, return on investment ratios, debt to equity ratio and various other forecasting applications. Functional Reasoning: Requires the ability to apply principles of logical or synthesis functions involving planning and directing of interrelated activities or multiple departments. Ability to deal with several concrete and abstract variables in working out approaches to major problems. Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the direction, control and planning of an entire program or multiple programs. Environmental Factors: Work is normally performed in an office environment under generally safe and comfortable conditions where exposure to irate individuals poses a very limited risk of injury. Physical Requirements: Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and pulling of objects weighing five (5) to ten (10) pounds, such as office supplies. Tasks may involve extended periods of time at a keyboard or workstation. Sensory Requirements: Requires the ability to recognize and identify similarities or differences between characteristics of colors, shapes, and sounds associated with job-related objects, materials and tasks. Requires the ability to distinguish objects clearly at close-range, such as line item budgets. Other Requirements A ten year background investigation will be conducted in accordance with FAA regulations for positions at St. Louis Lambert International Airport. Qualifications A Bachelor’s degree in Accounting, Finance, Business Administration, or a directly related field; plus seven years of finance and administration experience managing the fiscal operations of a major organization. OR an equivalent combination of education, training, and experience. Qualifying experience must include managing accounting, budgeting, auditing and contract matters. Preferences: A Master’s degree in Accounting, Finance, Business Administration, or a closely related field. Licensure as a Certified Public Accountant (CPA). Fiscal experience in the aviation industry or public sector. License: Must possess and maintain a valid driver's license while employed by the City of St. Louis. Must possess a valid driver's license at the time of filing application and be able to present it upon request.
